Kennedy/Jenks Consultants

Memorandum
Justin Ezell, Redwood City Public Works Superintendent
17 June 2008
Page 3

Additional program support services have been required to support the project. These
services include Task Force Updates, maintaining the market assessment up-to-date,
updating GIS figures, and grant support.

Non-Irriqation Customer Support:

Non-irrigation customers were not included in the scope of the original agreement, but at the
City's request we have provided initial outreach and technical services, utilizing under-
expended budget from other Agreement tasks. The City subsequently determined that
additional support would be needed to ensure non-irrigation sites stay on track to begin
receiving recycled water when the pipelines are complete in 2009. This effort includes
ongoing outreach, regulatory support, financial planning assistance, and technical guidance.
The support does not include preparation of the actual site retrofit plans or bidding or
construction services, as these entities have expressed their interest in performing this work
using their own resources. Demands for non-irrigation sites are estimated to be up to 45
AF/yr in the Redwood Shores area and up to 119 AF/yr in the Seaport Industrial area.

Redwood Shores Backflow Preventers:

In fall 2007, a complication in the approval process with Department of Public Health
resulted in the need for installation of reduced pressure backflow preventers on
approximately 30 potable water service lines in Redwood Shores. The City has requested
that K1J provide support to the City to resolve the situation.

Additional Scope of Services
At the City's request, the original K1J scope of services is amended as follows:

Task 1 - Project Management

Expand scope to allow up to three engineers to attend bi-weekly Purple Team meetings through
the end of June 2009. (Phase: 01TASK; Task: 0102)

Task 2 - Service Lateral Coordination

Expand scope to include service coordination for up to 69 additional commercial meters and up
to 32 residential (HOA) meters. (Phase: 02TASK; Task: 0200)

Task 3 - Customer Coordination, Data Gathering and Site Fieldwork
Expand scope to include customer coordination, data gathering and site fieldwork for:

. up to 69 additional commercial meters

p:lpw-proj\2004\0488025 rwc recycled retrofit & support svc\task 01 proj mgmtlproject memolproject memo & scope revisions\scope rev 7 - retrofit project extension & augmentation. doc
