Section 4.0 — Environmental Setting and Discussion of Impacts <br />would improve school facilities in the project area. Sandpiper Elementary School currently uses <br />Sandpiper Community Center and Sandpiper Park as part of school operations and an after-school <br />daycare program. Therefore, the community center and park would experience an incremental <br />increase in use due to the proposed project. The proposed project, however, also includes <br />improvements to Sandpiper Park, including a public restroom, an outdoor seating area, a bike rack, <br />and reoriented basketball courts, These park improvements would help offset the increase in <br />demand resulting from the proposed increase in student capacity and the loss of existing parkland <br />that would be used to accommodate the proposed two-story classroom building. As stated in the <br />project description (refer to Section 3.3.3, Other Additions, Improvements and Modifications), the <br />project would also re -stripe the northern asphalt play area to include two basketball courts. The <br />proposed project would not substantially affect other parks and public facilities within the City. For <br />these reasons, the proposed project would not result in a significant impact upon existing parks, <br />schools, and public facilities in the City.
