The traffic volumes at the unsignalized intersection satisfy the Caltrans Peak Hour Volume <br />Signal Warrant for traffic signal installation. <br />The City considers a traffic impact to be satisfactorily mitigated when measures are implemented that <br />eliminates the project impact. <br />4.16.3.2 Project Trip Estimates <br />The amount of traffic generated by a project and the locations where that traffic would appear are <br />estimated using a three-step process: 1) trip generation, 2) trip distribution, and 3) trip assignment. <br />Trip generation estimates the amount of traffic entering and exiting the site during the AM and PM <br />peak hours. The AM peak hour of school generated traffic coincides with the AM peak period of <br />adjacent street traffic and is from 7.00 AM to 9:00 AM. The PM peak hour of school generated <br />traffic occurs during the pick-up of students and is from 2:00 PM to 4:00 PM. The PM peak hour of <br />school generated traffic does not coincide with the PM peak hour of adjacent street traffic, which is <br />from 4 to 6 PM. Trip distribution estimates the directions the project trips would travel to and from <br />the site. Trip assignment is the assignment of the project trips to the roadways and intersections <br />based on the trip distribution. These procedures are summarized below and described in more detail <br />in Appendix F of this IS. <br />Trip Generation <br />Peak hour trip counts were completed at the project site and trip generation rates were calculated by <br />dividing the AM and PM peak hour trip counts by the school enrollment. The results are shown in <br />Table 4.16-3. Based on the results of the trip generation analysis, Sandpiper Elementary School has <br />a trip generation rate of 0.98 and 0.69 trips per student during the AM and PM school peak hours, <br />respectively. The trip generation rates include trips by both staff and students. To be conservative, <br />however, the traffic analysis added one trip per staff member to the AM peak hour.
