Section 4.0 — Environmental Setting and Discussion of Impacts <br />during the AM peak hour are low and Redwood Shares Parkway contains two eastbound lanes, <br />which would allow for vehicles to maneuver around the queue. For these reasons, the queuing that <br />could occur under the proposed project would not result in a significant impact. (Less Than <br />Significant Impact) <br />4.16.3.6 Freeway Segment Analysis <br />The Congestion Management Agency for San Mateo County, the City/County Association of <br />Govenunents (CCAG), maintains the performance and standards of the Congestion Management <br />Program (CMP) roadway network. Per CMP technical guidelines, a freeway segment level of <br />service analysis is required when a project would add trips greater than one percent of a freeway <br />segment's capacity. The proposed project is not expected to generate new parent freeway trips. Staff <br />freeway trips generated by the project would be less than one percent of freeway segment capacity <br />for all affected freeway segments. For these reasons, a CMP freeway segment analysis was not <br />completed or required. <br />4.16.3.7 Other Transportation Impacts (Checklist Questions 3 — 6) <br />The proposed project would not change air traffic patterns. The project does not include features that <br />would substantially increase transportation hazards. The project would not affect sidewalks or other <br />pedestrian and/or bicycle facilities in the project area (e.g., crosswalks). Additionally, the project <br />would not affect transit facilities in the project area. As shown on the site plan (Figure 3.2-1), <br />emergency vehicle access through the project site would continue to be provided upon completion of <br />the proposed project. For these reasons, the proposed project would not conflict with adopted <br />policies, plans, or programs regarding public transit, bicycle, or pedestrian facilities, or result in <br />inadequate emergency access. (Less Than Significant Impact) <br />4.16.4 Conclusion <br />The proposed project would not result in a significant transportation impact.
