Section 4.0 — Environmental Setting and Discussion of Impacts <br />The State Water Resources Control Board (SWRCB) has issued statewide waste discharge <br />requirements for sanitary sewer systems that include requirements for development of an SSMP, The <br />SSMP is also required by the San Francisco Bay Regional Water Quality Control <br />Board (RWQCB), The City's SSMP includes the elements required by both the S WRCB and <br />RWQCB and was last updated in December 2013. <br />4.17.1.2 Existing Conditions <br />Water Service and Supply <br />The project site is developed with the Sandpiper Community Center, Sandpiper Park, and Sandpiper <br />Elementary School. The water system serving the project site is owned and operated by the City of <br />Redwood City, A 10 -inch water main located within the Egret Lane right-of-way serves the project <br />site. Existing water usage on the site is approximately 17,640 gallons per day (gpd). <br />Wastewater/Sanitary Sewer System <br />Sanitary sewer service is provided to the project site by the Redwood City sanitary sewer collection <br />system. 37 Wastewater from the proj ect area is treated at the Silicon Valley Clean Water wastewater <br />treatment plant located in Redwood Shores. Assuming 80 percent of water used by the school ends <br />up as wastewater, the existing school generates approximately 14,112 gpd of wastewater. A six-inch <br />sanitary sewer main located within the Redwood Shores Parkway right-of-way and an eight -inch <br />sewer main within Egret Lane right-of-way serves the project site. <br />Storm Drainage <br />The project site is developed and consists of both pervious and impervious surfaces. Runoff from the <br />project site currently flows into the City -maintained storm drainage system, which is comprised of a <br />network of inlets, manholes, pipes, outfall, channels, and pump stations. An existing 30 -inch stonn <br />drain main within the right-of-way of Egret lane and Redwood Shores Parkway serves a portion of <br />the project site and a 24-vlch main along the rear of the property serves the other portion. <br />Solid Waste <br />The most recent San Mateo County Integrated Waste Management Plan (IWMP) was approved by <br />CalRecycle in 2009. Each jurisdiction in the County has a landfill diversion requirement of 50 <br />percent per year. Ox Mountain Sanitary Landfill is the only landfill in operation in San Mateo <br />County, In 2008, the landfill had 3,598 tons per day of incoming solid waste and had a remaining <br />capacity to operate through 2029.38 <br />Solid waste disposal for the project site is provided by Recology of San Mateo County.39 <br />37 West Yost Associates.
