Section 4.0— Errvironniental Setting and Disciissioai of Impacts <br />4.17.3 Utility and Service Svstem ImAacts <br />4.17.3.1 Wastewater/Sanitary Sewer System Impacts (Checklist Questions 1, 2, and 5) <br />The proposed project would increase the student capacity at Sandpiper Elementary School from 566 <br />students to 786 students (i.e., 220 students). The amount of wastewater generated by the additional <br />220 students would incrementally increase the total amount of wastewater generated by the school <br />8,550 gpd, from 17,640 gpd to 26,190 gpd. The existing sanitary sewer main serving the project site <br />has capacity to accommodate the incremental increase in wastewater generated by the proposed <br />project. The treatment plant serving the project site has a permitted treatment capacity of 29 million <br />gpd, which exceeds the treatment plant's projected 2030 treatment demand by approximately 11 <br />million gpd .40 Therefore, the incremental increase in wastewater generated by the proposed project <br />would not result in a significant impact. (Less Than Significant Impact) <br />4.17.3.2 Water Service and Supply Impacts (Checklist Questions 2 and 4) <br />Sandpiper Elementary School has a current water demand of approximately 17,640 gpd. The water <br />demand for the school after completion of the proposed project would be approximately 27,510 gpd, <br />an incremental increase of 9,870 gpd. As discussed in the City of Redwood City Urban Water <br />Management Plan, Redwood City is expected to have sufficient water supply to meet its planned <br />water demands during normal years through the year 2040.41 During dry years, the City expects to <br />experience some supply shortfalls_ The City Plans to meet these shortfalls through implementation of <br />its Water Shortage Contingency Plan. The existing water main serving the project site has capacity <br />to serve the incremental increase in water demand generated by the proposed project. The proposed <br />project would serve planned growth that is accounted for in the City's General Plan, including water <br />supply. For these reasons, the incremental increase in water demand generated by the proposed <br />project would not result in a significant impact. (Less Than Significant Impact) <br />4.17.3.3 Storin Drainage Impacts (Checklist Question 3) <br />Development of the proposed project, as stated in Section 4.9.3.1 Water Quality Impacts, would <br />result in an incremental increase in pervious surface area on the site; therefore, the amount of <br />stormwater runoff generated by the site would decrease under the proposed project. Additionally, the <br />project would implement stormwater treatment control measures in conformance with the Regional <br />Water Quality Control Board's Municipal Regional Permit that would reduce the rate and volume of <br />stormwater runoff while also removing pollutants. For these reasons, the proposed project would not <br />require the construction of a new or expanded stormwater treatment facility.
