Section 4.0 — Environmental Setting and Discussion oj'Inipacts <br />4.1$.2.16 Cumulative Transportation Impacts (Cumulative Conditions Intersection LOS) <br />Under the proposed project, Sandpiper Elementary School is projected to operate at capacity (i.e., <br />786 students) in five years (2021-2022 school year). Therefore, future cumulative traffic conditions <br />were estimated for the 2021-2022 school year with and without the proposed project. Cumulative no <br />project conditions were estimated by adding a 1.8 percent annual growth factor compounded for five <br />years to existing traffic volumes.43 The growth factor was not applied to the intersections at the <br />project driveways and Egret Lane, because most of the traffic at these intersections is school -related <br />and reflected in the project trip generation. The net project trip estimates were then added to the <br />cumulative no project traffic volumes to yield cumulative plus project traffic volumes. The LOS <br />results for cumulative conditions with and without the project are summarized in Table 4.16-6 below. <br />Table 4.16-6: Cumulative Plus Project Intersection LOS <br />'Seconds <br />Bold and grey indicates a potentially significant impact <br />As shown in Table 4.16-6, all study intersections would operate at LOS C or better under cumulative <br />plus project conditions. The project would contribute to traffic congestion during the 10- to 15 - <br />minute peak periods before and after school. Outside of the peak 10- to 15 -minute periods before <br />and after school, intersection volumes in the project area would be low. For these reasons, the <br />proposed project would not result in a significant cumulative intersection impact.
