Section 4.0 — Environmental Setting and Discussion of lrnpacts <br />4.1.3 Aesthetics Impacts <br />4.1.3.1 Scenic Vistas and Resources (Checklist Questions I and 2) <br />The project site and surrounding area are flat. The site is not located on a ridgeline that is visible <br />from the surrounding area, and the site is not visible from a designated state scenic highway. For <br />these reasons, the proposed project would not have an adverse effect on a scenic vista or damage <br />scenic resources within a state scenic highway. (No Impact) <br />4.1,3.2 Visual Character (Checklist Question 3) <br />The project site is developed with a school, corrununity center, and park and is located in an <br />urbanized residential area. The proposed project would add a new two-story modular classroom <br />building to the site that would be approximately 35 feet in height. The building would be similar in <br />height to existing development in the project area and on the project site (i.e., the auditorium). The <br />project would also construct a new one-story Kindergarten modular classroom, public restroom <br />building, and other additions and improvements on the project site. Although individual views of the <br />project site from the surrounding area may change, the scale and design of the proposed structures <br />would be similar to the existing development on the project site and in the project area. Due to the <br />flat topography of the project site and surrounding area, views of the proposed project would be <br />limited to the immediate vicinity. The project would remove 45 trees from the site and plant 45 new <br />trees as part of the landscaping plan. For these reasons, the proposed project would not substantially <br />affect the visual character of the project site or the surrounding area. (Less Than Significant <br />Impact) <br />4.1.3.3 Light and Glare (Checklist Questions 4) <br />Outdoor lighting associated with the proposed project would include security lighting on and around <br />the proposed structures. No other outdoor lighting is proposed by the project. The security lighting <br />on and around the proposed structures would be similar to the existing security lighting on the project <br />site. Security lighting will be angled towards the ground, away from adjacent residences, and fully <br />shielded to reduce spill light. The project would, therefore, not create a new source of substantial <br />light or glare which would significantly affect day or nighttime views in the area. (Less Than <br />Significant Impact) <br />4.1.4 Conclusion <br />The proposed project will not have an adverse impact on a scenic vista and is consistent with the <br />existing character and scale of development on and around the site. New lighting would be directed <br />onto the site and away from adjacent residences. For these reasons, the proposed project would not <br />result in significant visual or aesthetic impacts.
