Section 4.0— Environmental Setting and Discussion of Impacts
amendment to the General Plan, including amendments to change land use designations for a
particular property.
Because the City has approval authority over the two-story classroom building, public restroom, and
reconfiguration of the Sandpiper Community Center parking lot, the potential for the proposed
project to result in noise and traffic impacts is evaluated using the City's noise standards and traffic
thresholds. As described in Section 4.1 z, Noise, the project would not substantially increase noise
levels and the project is consistent with the noise/land use compatibility guidelines set forth in the
zoning ordinance. As described in Section 4.1 d, Transportation, the additional traffic attributable to
the proposed 'increase in student capacity would not increase traffic volumes resulting in a
perceptible noise increase.
The City of Redwood City General Plan contains numerous policies that are applicable to the
proposed project. As shown in Table 4.10-1 below, the project would be consistent with applicable
General Plan policies.
Table 4.10-1: Applicable General Plan Policies
General Plan Policy I Project Consistency
Built Environment Element
Policv BE -1.1: Maintain and enhance the
beneficial and unique character of the different
neighborhoods, corridors, and centers, and open
spaces that define Redwood City,
Policy BE -2.8: Make efforts to maintain and
increase walking access to a variety of
neighborhood destinations by encouraging uses
that provide access to services, goods, and
community facilities within and near
neighborhoods. Figure BE -8, Walking Shed Map,
maps baseline accessibility to neighborhood
destinations.
Policy BE -25.4: Consider impacts on overall
mobility and various travel modes when
evaluating transportation impacts of new
developments or infrastructure projects.
City of Redwood City
Sandpiper Elementary School Facilities Expansion
Consistency: The proposed project is the
expansion and enhancement of an existing use. It
would be complementary to the existing
Sandpiper Elementary School campus and would
improve facilities at Sandpiper Park. Therefore,
the project would be consistent with Policy BE -
1.1.
Consistency_ The project site is within walking
distance of transit and existing residential
development. The proposed project would
maintain public access to Sandpiper Park.
Therefore, the project would be consistent with
Policy BE -2.8.
Consistency: The Traffic Impact Analysis
included in this Initial Study addressed potential
impacts to all applicable modes of transportation
as discussed in Section 4.16, Transportation. The
project would not result in a significant traffic
impact or impede transit, bicycle, or pedestrian
modes of travel. Therefore, the project would be
consistent with Policy BE -25.4.
66 Initial Study/Mitigated Negative Declaration
November 2016
