Therefore, the
project would be consistent with Policy BE -45.3.
Building Community Element
Policy BC -1.3: Enhance street corridors,
parkways, and public property between buildings
to serve as functional recreation and green space.
Policy PS -1.5: Require projects that g
potentially significant levels of air pollutants to
incorporate the most effective air quality
mitigation into project design, as feasible.
Consistency: As discussed in Section 3.2,
Proposed Project, the project would include
additions and improvements to the Sandpiper
Community Center and Sandpiper Park.
Therefore, the project would be consistent with
Policy BC -1.3.
Public Safety Element
encrate Consistency:
Policv PS -3.5: Work with local schools and
school districts to encourage children to walk or
bike to school.
Policy PS -5.4: Incorporate consideration of, and
measures to mitigate the risks of, sea level rise
into the planning process.
Policy PS -13.3: Consider noise impacts as part
of the development review process, particularly
the location of parking, ingress/egress/loading,
and refuse collection areas relative to surrounding
residential development and other noise -sensitive
land uses.
Policy PS -13.8: Implement appropriate standard
construction noise controls for all construction
projects.
City of Redwood City
Sandpiper Elementary School Facilities Expansion
As discussed in Section 4.3, Air
Quality, the proposed project includes mitigation
measures to reduce construction air quality
impacts to a less than significant level. The
project would not have any operational air quality
impacts. Therefore, the proposed project would
be consistent with Policy PS -1.5.
Consistency: The proposed project is in
proximity to transit and existing residential
development. The project would include
additional bike racks to accommodate the increase
in student capacity at Sandpiper Elementary
School. For these reasons, the proposed project
would be consistent with Policy PS -3.5.
Consistency: As discussed in Section 4.9,
Hydrology and Mater Quality, structures included
as part of the proposed project would be built
above the 2070 sea Ievel rise elevation.
Therefore, the project would be consistent with
Policy PS -5.4.
Consistency: As described in Section 4.12,
Noise, the noise impacts of the project have been
evaluated and the project would not result in
significant noise impacts. Therefore, the project
would be consistent with Policy PS -13.3.
Consistency: As discussed in Section 4.12,
Noise, the proposed project will include
construction noise mitigation measures to reduce
temporary construction noise impacts to adjacent
67 initial Study/Mitigated Negative Declaration
November 2016
