Shores Parkway is designated as a Class 11 bike path and the surrounding <br />neighborhood is fairly level with a complete sidewalk network. The current <br />middle school located approximately six miles away at the top of Ralston Avenue <br />is mainly accessed by vehicles. <br />Goal BE -31: encourage developments and implementation of strategies that <br />minimize vehicle trips and vehicle miles traveled. <br />The General Plan amendment to Public Facilities provides an opportunity for <br />middle school aged children to walk or bike to a neighborhood school. The <br />surrounding neighborhood is fairly level with a complete sidewalk network and <br />bike paths. The location of a school at this campus will significantly reduce <br />vehicle trips and vehicle miles traveled as the current middle school located <br />approximately six miles away at the top of Ralston Avenue. <br />Goal BC -3: ensure that public places evolve to meet the needs of changing city <br />demographics and public interests and are accessible to all members of the <br />community. <br />The General Plan amendment to Public Facilities provides an opportunity for the <br />District to address the increase in school enrollment and provided an opportunity <br />for middle school children to attend a school in their neighborhood. <br />Policy BC -3.1: incorporate flexible design characteristics into the renovation of <br />existing and development of new parks and community facilities. Consider <br />incorporating education with recreation opportunities. <br />The General Plan amendment would provide an opportunity to expand on the <br />current shared use of facilities between the District and the City. The District will <br />have use of the new classroom building during school hours and the City will <br />have access to the new classrooms during non -school hours. The District will <br />construct a new City public restroom on the park property for public use. <br />• Policy BC -4.2: maximize public facility use by sharing with nonprofit <br />organizations, school districts and community organizations. <br />The General Plan amendment would provide an opportunity to expand on the <br />current shared use of facilities between the District and the City as stated above <br />in response to Policy BC -3.1. <br />Section 3. The Planning Commission, with the affirmative vote of at least four (4) <br />members, hereby recommends the City Council approve the General Plan Amendment, <br />as illustrated in Exhibit A, to designate a portion of Sandpiper Park Public Facility (PF) <br />for the pump station and shared use of a new Sandpiper School classroom building <br />based on the Planning Commission's consideration and reliance on the Initial <br />Study/Mitigated Negative Declaration and in accordance with the plans, details and <br />descriptions contained therein, contained in the Resolution certifying said MND and <br />conditioned upon and subject to the Mitigation Monitoring and Reporting Program. <br />Section 4.
