6.1.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 9, 2017 <br />SUBJECT <br />Agreement for services between the Redwood City School District and the City of <br />Redwood City acting as fiscal agent for Redwood City 2020 for support of the Redwood <br />City Big Lift for Fiscal Year 2016-2017 <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Big Lift agreement <br />between the City of Redwood City acting as fiscal agent for Redwood City 2020 and the <br />Redwood City School District in an amount not to exceed $86,000 for Fiscal Year 2016- <br />2017 <br />BACKGROUND <br />The Big Lift is a collective impact collaborative led by three agencies — Silicon Valley <br />Community Foundation, the San Mateo County Office of Education, and San Mateo <br />County - that are partnering with dozens of county leaders and community-based <br />organizations to improve third-grade reading proficiency in San Mateo County. The Big <br />Lift vision includes the following evidence -based interventions: <br />• A comprehensive school readiness strategy focused on high-quality preschool for <br />3- and 4 -year olds that leads to an aligned and sequenced set of high-quality <br />learning experiences in kindergarten through third grade; <br />• A focus on reducing chronic absence in the early grades; <br />• Developing inspiring summer learning opportunities that enable children to <br />maintain their academic and developmental gains; <br />• Supporting parents and caregivers as children's first and most influential teacher <br />to provide rich learning environments in the home. <br />The City of Redwood City (Redwood City 2020) and the Redwood City School District <br />submitted a joint proposal to the Big Lift collaborative and were awarded a grant in June <br />of 2016 to support Big Lift goals in Redwood City. The initial award for the Big Lift grant <br />is for 14 months and it may be extended annually, up to 3 years and 2 months, pending <br />compliance and continued availability of funding. The Redwood City School District <br />finalized a contract with the Big Lift collaborative which includes funds for City of <br />Redwood City (Redwood City 2020) services and provided the City of Redwood City <br />(Redwood City 2020) with an agreement for services for Fiscal Year 2016-2017. <br />
