6.1.13. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 9, 2017 <br />SUBJECT <br />Approval and Authorization to Execute Agreement with Sunlight Giving for Information <br />and Referral Program at the Fair Oaks Community Center <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to sign Agreement between Sunlight <br />Giving and the City of Redwood City accepting grant of $75,000 per year for three years <br />in support of the Information and Referral Program at the Fair Oaks Community Center <br />(Fiscal Year 2016-17, Fiscal Year 2017-18, Fiscal Year 2018-19) <br />BACKGROUND <br />As one of eight core agencies supported by the County of San Mateo to provide safety <br />net services to low income households, the Fair Oaks Community Center was identified <br />to Sunlight Giving by San Mateo County staff as a key agency to meet with and <br />consider for support given the foundation's interest in supporting safety net services — <br />especially for families with young children. <br />In June 2016, Sunlight Giving representatives met with City staff to discuss the work of <br />the Fair Oaks Community Center in providing basic services to low-income families. As <br />a result of this conversation, the City was invited to submit a proposal for funding to <br />Sunlight Giving in support of the Center's Information and Referral Program. <br />The funding request was submitted at the end of August. Notification of Sunlight Giving <br />board approval was received at the end of September. The formal award letter and <br />grant agreement were received at the end of October. <br />ANALYSIS <br />Sunlight Giving's multi-year grant provides a tremendous opportunity to strengthen <br />existing resources for low-income households at the same time that the Fair Oaks <br />Community Center Information and Referral Program is participating in efforts to re- <br />design our county -wide system to end homelessness in San Mateo County. This effort <br />includes an emphasis on diverting households from the homeless shelter system, <br />prioritizing existing emergency shelter/emergency housing for those with the highest <br />barriers to being housed, and rapidly re -housing homeless households as quickly as <br />possible. Accomplishing the above will require greater time and resources from existing <br />staff of the Information and Referral Program. <br />
