6.1.B. - Page 2 <br />The additional funding committed over a three-year period will make it possible to <br />provide full time reception services at the Fair Oaks Community Center and to provide <br />"flexible" funds to be able to divert homeless households from the homeless shelter <br />system. Such funds could be used to pay for utility bills of households that are willing to <br />help out family or friends by offering a place to live, or to help make a converted garage <br />unit safe. Other funding sources may not be used for these types of assistance, so <br />having "flexible" funds will allow for more creative solutions to homeless diversion <br />efforts. <br />Also, efforts towards re -designing the county -wide system to end homelessness in San <br />Mateo County will be primarily focused on ending family homelessness in the first year <br />of implementation. Funding from Sunlight Giving combined with additional funding that <br />the City will be receiving from the County of San Mateo for safety net services will make <br />it possible for the Information and Referral Program to begin to implement similar efforts <br />with homeless individuals. <br />ALTERNATIVES <br />The Council could choose not to approve the agreement, and not accept funding from <br />Sunlight Giving for the Fair Oaks Community Center Information and Referral Program. <br />FISCAL IMPACT <br />The award letter and grant agreement provides for a total grant commitment of <br />$225,000 over the next three years (FY 2016-17, FY 2017-18, FY 2018-19), in <br />payments of $75,000 per year each October. <br />The additional revenue and expenditure will be submitted as a mid -year budget <br />adjustment for FY 2016-17 and as a part of the budgets for FY 2017-18 and FY 2018- <br />19. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential resulting in either a direct or foreseeable physical <br />change in the environment. <br />
