6.1.F. - Page 3 <br />ANALYSIS <br />Planning staff and the Applicant have determined that an Environmental Impact Report <br />(EIR) will be necessary for the proposed project. Due to the project's complexity and <br />relationship to work that was previously performed as part of the IHSP EIR, staff <br />decided to first begin with preparation of an Initial Study Checklist to determine the <br />topics/extent of the environmental analysis. The Initial Study Checklist will be used as <br />the basis for the full project EIR. <br />Staff issued Requests for Proposals (RFP) to six consultants on the City's approved <br />Environmental Consultants list and received three proposals. The proposals were <br />evaluated based on the schedule, assembled team, presentation and approach, and <br />related experience. LSA Associates was selected as the preferred consultant for this <br />project because of their detailed approach to the environmental assessment for the <br />proposed project. The proposal for the preparation of the Initial Study Checklist, <br />including subconsultant work, totals $65,930. <br />Approval of the consultant contract is the first step to initiate the required environmental <br />review for the proposed project, and is not an approval of the project itself. Future steps <br />►XMIffM1i • R["0 <br />• EIR Scoping Session <br />• Community outreach meetings <br />• Architectural Advisory Committee Review <br />• Historic Resources Advisory Committee Review (for the watertank) <br />• Planning Commission and public comments on the draft EIR <br />• Planning Commission formal review and recommendation on the final EIR and <br />requested entitlements <br />• City Council formal review and action on the final EIR, requested entitlements <br />and the development agreement <br />These steps will take place over the course of 2017 and will provide multiple <br />opportunities for public comment and feedback on the proposal. <br />ALTERNATIVES <br />Do not authorize execution of the agreement with LSA Associates and direct staff to <br />seek additional consultant proposals. <br />FISCAL IMPACT <br />None. Pursuant to the City's Cost Recovery Program, the Applicant would pay for all <br />costs associated with the Initial Study Checklist, including the City staff necessary to <br />manage the environmental review and entitlement process. <br />
