6.1.F. - Page 3
ANALYSIS
Planning staff and the Applicant have determined that an Environmental Impact Report
(EIR) will be necessary for the proposed project. Due to the project's complexity and
relationship to work that was previously performed as part of the IHSP EIR, staff
decided to first begin with preparation of an Initial Study Checklist to determine the
topics/extent of the environmental analysis. The Initial Study Checklist will be used as
the basis for the full project EIR.
Staff issued Requests for Proposals (RFP) to six consultants on the City's approved
Environmental Consultants list and received three proposals. The proposals were
evaluated based on the schedule, assembled team, presentation and approach, and
related experience. LSA Associates was selected as the preferred consultant for this
project because of their detailed approach to the environmental assessment for the
proposed project. The proposal for the preparation of the Initial Study Checklist,
including subconsultant work, totals $65,930.
Approval of the consultant contract is the first step to initiate the required environmental
review for the proposed project, and is not an approval of the project itself.
