6.1.F. - Page 2 <br />• Orient toward the water, placing taller building heights farther away from the <br />water's edge <br />Further, all uses shall provide public access to the water line and provide public space <br />along and/or adjacent to the waterline. <br />The project site has a zoning designation of Tidal Plain (TP). The TP Zoning District <br />existed prior to the adoption of the 2010 General Plan, and does not allow for <br />development. A new zoning district is therefore needed to implement the 2010 General <br />Plan. The City will therefore embark upon the creation of a new Mixed Use - Waterfront <br />zoning district. <br />The Applicant proposes to construct 131 three-story townhome-style residential <br />condominium units, surface parking, and private and public open space including a <br />portion of the Bay Trail along the waterfront. The existing water tank, which has not <br />been found to be historically significant under state or federal criteria (but may be <br />significant under Redwood City's Historic Preservation Ordinance), is proposed to be <br />relocated from the development site to another site within the IHSP/waterfront area. <br />The City and the Applicant will also enter into a Development Agreement, which will <br />also be subject to environmental review. <br />Staff has identified the following required entitlements in order for the project to <br />proceed: <br />• Zoning Map and Zoning Text Amendment <br />• Tentative Map <br />• Condominium Permit <br />• Planned Development Permit (for tandem parking and condominium purposes) <br />• Use Permit (for development within 500' of a freeway) <br />• Sign Permit (for development identification/name, public access, Bay Trail, etc.) <br />• Development Agreement <br />• Environmental Assessment (EIR) <br />As noted below, only the contract to conduct an Initial Study Checklist to determine the <br />topics/extent of the full environmental analysis is being considered at this time. Public <br />input and review of the actual development application will take place in 2017, and will <br />include a number of steps prior to official consideration by the approval body.
