6.1.F. - Page 2
• Orient toward the water, placing taller building heights farther away from the
water's edge
Further, all uses shall provide public access to the water line and provide public space
along and/or adjacent to the waterline.
The project site has a zoning designation of Tidal Plain (TP). The TP Zoning District
existed prior to the adoption of the 2010 General Plan, and does not allow for
development. A new zoning district is therefore needed to implement the 2010 General
Plan. The City will therefore embark upon the creation of a new Mixed Use - Waterfront
zoning district.
The Applicant proposes to construct 131 three-story townhome-style residential
condominium units, surface parking, and private and public open space including a
portion of the Bay Trail along the waterfront. The existing water tank, which has not
been found to be historically significant under state or federal criteria (but may be
significant under Redwood City's Historic Preservation Ordinance), is proposed to be
relocated from the development site to another site within the IHSP/waterfront area.
The City and the Applicant will also enter into a Development Agreement, which will
also be subject to environmental review.
Staff has identified the following required entitlements in order for the project to
proceed:
• Zoning Map and Zoning Text Amendment
• Tentative Map
• Condominium Permit
• Planned Development Permit (for tandem parking and condominium purposes)
• Use Permit (for development within 500' of a freeway)
• Sign Permit (for development identification/name, public access, Bay Trail, etc.)
• Development Agreement
• Environmental Assessment (EIR)
As noted below, only the contract to conduct an Initial Study Checklist to determine the
topics/extent of the full environmental analysis is being considered at this time. Public
input and review of the actual development application will take place in 2017, and will
include a number of steps prior to official consideration by the approval body. The
development proposal as described above can be viewed on the City's "Current
Development Projects" webpage here.
