7.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />January 9, 2017 <br />SUBJECT <br />Request by Jefferson Res, LLC, for a modified Downtown Planned Community Permit <br />(DPC2016-010) including five Guideline deviations, modified Tentative Map and <br />Condominium Permit (TM2016-010), and modified Planned Development Permit <br />(PD2016-007), for a "Revised Project" consisting of a new 6 -story, 149,359 square foot, <br />68 unit residential condominium and retail building at 603 Jefferson Avenue <br />RECOMMENDATION <br />Hold a Public Hearing and Adopt a Resolution (Attachment 1) Approving the Downtown <br />Planned Community Permit, Tentative Map, Condominium Permit and Planned <br />Development Permit, for a Revised Project for 603 Jefferson Avenue, based on the <br />findings and subject to the conditions of approval contained therein, and upon <br />consideration of the Initial Study Checklist and Addendum demonstrating compliance <br />with the Downtown Precise Plan Environmental Impact Report (EIR) as certified on <br />January 24, 2011 <br />BACKGROUND <br />On September 4, 2015, Jefferson Res, LLC (Applicant or JEFFRES) submitted an <br />application for a Downtown Planned Community Permit, Tentative Map, Condominium <br />Permit, and Planned Development Permit to develop an 8 -story, 92 -foot tall, <br />condominium building that would include 4,500 square feet of ground floor retail space <br />and 91 residential condominiums at 603 Jefferson Avenue (the Project). <br />On May 17, 2016, after a duly noticed public hearing, the Planning Commission <br />considered an Initial Studv checklist prepared in accordance with the previously certified <br />Downtown Precise Plan Program Environmental Impact Report (DTPP EIR) and all <br />other written and oral reports, comments, and materials prepared for the Project. The <br />Planning Commission approved the entitlement applications for the Project, including <br />five Guideline deviations, by adopting Resolution No. 16-08, including the following <br />findings: <br />The Initial Study was prepared in accordance with all legal requirements; <br />
