7.A. - Page 5 <br />Commission approve five Guideline deviations related to ground floor building length, <br />tandem parking, recessed storefront entrance configuration, Building Middle Cap <br />dimensions, and Building Top fagade offset. <br />Staff has determined that the Revised Project is consistent with the regulations and <br />intent of the DTPP. The project meets all required Standards related to use, height, <br />setbacks, and architectural style. However, the Revised Project would still require the <br />five Guideline deviations from the approved Project. The deviations would not, in and of <br />themselves, create any additional impacts, and in fact help to create a cohesive and <br />authentic Contemporary architectural design. Further, the proposed project would not <br />create a significant adverse impact on the adjacent historic resource. Staff concludes <br />that the deviations in the Revised Project are consistent with the approved Project and <br />would not affect the AAC's recommendation for approval. <br />Project Traffic Analysis <br />As part of the project -by -project environmental review, all applicants must submit a <br />Traffic Impact Analysis (TIA). The TIA examines how much traffic would be generated <br />from a specific development project, and how the traffic would distribute to nearby <br />intersections. The TIA then compares the results to the cumulative trip projections in the <br />DTPP EIR. Hexagon, a local transportation consulting firm hired by the Applicant, <br />submitted the TIA for the Project. The TIA examined the following five intersections: <br />Jefferson/Veterans <br />Main/Veterans <br />Main/Bradford <br />Jefferson/Marshall <br />Main/Marshall <br />The TIA describes the Project as adding relatively little traffic to each of the five nearby <br />intersections, and the overall potential effect on traffic operations as being minimal. In <br />order to help reduce vehicle trips to and from the site, the Project also includes a Traffic <br />Demand Management (TDM) Plan. <br />Typically, Applicants are only required to submit the TIA described above; however, <br />given recent interest in downtown traffic conditions, the Applicant submitted an <br />additional traffic report detailing existing trip data for three of the nearby intersections <br />(Jefferson/Veterans, Main/Veterans, and Main/Bradford). Intersection trip data was <br />collected in March 2016 for the intersections at Jefferson/Marshall and Main/Marshall as <br />part of the analysis for the 2075 Broadway development project that was approved by <br />the Planning Commission on April 19, 2016. All of the intersection trip data was <br />compared to the 2010 Existing Conditions and the 2030 Cumulative scenario studied in <br />the DTPP EIR. The findings of these studies were as follows: <br />The intersections at Jefferson/Veterans, Main/Veterans, and Main/Bradford <br />exhibited lower AM and PM peak hour volumes than the 2010 Existing <br />Conditions. <br />
