7.A. - Page 7 <br />EIR and adopted upon approval of the Downtown Precise Plan. In addition, the Project <br />was found to be consistent with the Downtown Precise Plan, and there were no Project - <br />specific environmental effects which are peculiar to the Project or the site. Thus, no <br />further environmental review was required, pursuant to sections 15162, 15163, 15164, <br />15168, and 15183 of the CEQA Guidelines. <br />The Revised Project, at 68 residential units and a maximum height of 77 -feet, 3 -inches <br />(+/- 6"), is smaller than the Project and would not result in any new environmental <br />impacts or substantial increase in the severity of any environmental impact beyond <br />those previously identified in the DTPP program EIR. The Revised Project would have <br />the same or lesser impacts as compared with the impacts of the Project. The Revised <br />Project would not require new mitigation measures beyond those identified in the DTPP <br />program EIR. <br />Staff has prepared an addendum (Attachment 3) to the Council -adopted Initial Study <br />checklist (Attachment 3, Exhibit A) that includes the Revised Project description and a <br />statement that no new mitigation measures beyond those identified in the DTPP <br />program EIR would be required. All potentially significant effects, (a) have been <br />analyzed adequately in the DTPP program EIR, and (b) have been avoided or mitigated <br />to the extent feasible pursuant to the DTPP program EIR, including revisions, mitigation <br />measures, and uniformly applied development policies that are imposed upon the <br />project. The Revised Project would not result in any new or substantially more severe <br />significant environmental effects than those analyzed in the earlier CEQA documents. <br />The previously certified Downtown Precise Plan program EIR and Initial Study checklist <br />adequately describe the Revised Project for the purposes of CEQA.
