7.A. - Page 33 <br />mr-ruRT <br />To the Redwood City Planning Commission <br />From Planning Staff <br />May 17, 2016 <br />SUBJECT <br />Request by Jefferson Res, LLC, for a Downtown Planned Community Permit <br />(DPC2015-009) includng five guideline deviations, Tentative Map and Condominium <br />Permit (TM2015-010), and Planned Development Permit (PD2015-003), to develop a <br />new 8 -story, 200,699 square foot, 91 unit residential condominium and retail building at <br />603 Jefferson Avenue. <br />RECOMMENDATION <br />Adopt Resolution No. 16-08 approving the Downtown Planned Community Permit <br />including five guideline deviations, Tentative Map, Condominium Permit, and Planned <br />Development Permit based on the findings and subject to the conditions of approval <br />listed therein, and upon consideration of the Initial Study Checklist demonstrating <br />compliance with the Downtown Precise Plan Environmental Impact Report (EIR) as <br />certified on January 24, 2011. <br />BACKGROUND <br />On September 4, 2015, Jefferson Res, LLC, submitted an application for a Downtown <br />Planned Community Permit (DPC2015-009), Tentative Map and Condominium Permit <br />(TM2015-010), and Planned Development Permit (PD2015-003) to develop a new 8 - <br />story residential condominium and retail building at 603 Jefferson Avenue (the "Project <br />proiect plans are available via this link). <br />The project site is approximately one-half acre in size, and currently contains a single - <br />story commercial building and surface parking. The site has frontage along Jefferson <br />Avenue and Bradford Street., The existing commercial building will be demolished in <br />order to allow construction of the proposed new building. <br />The Project includes a request for a Tentative Map for the merger of two parcels into <br />one, and the development of 4,500 square feet of ground floor retail space with 91 <br />residential condominiums on floors 2 through 8.The ground floor of the building will also <br />contain an enclosed parking garage behind the retail area, as well as the residential <br />lobby, mail room, bike shop, and the building operation rooms (e.g. electrical, fire pump, <br />trash facility, etc.). The residential condominiums consist of a mix of studio, one, two, <br />and three bedroom units ranging in size from 527 square feet to 2,344 square feet. <br />Outdoor residential common areas consist of a landscaped podium courtyard on the <br />second floor at the rear of the building, and a rooftop courtyard with landscaping and <br />residential amenities such as outdoor kitchens and seating areas. The building is <br />proposed as a Contemporary architectural style. <br />Based on the residential unit mix and the commercial square footage, a total of 136 <br />parking spaces are required for the project. Of those spaces, a minimum of 109 are <br />required for the residential portion, and 27 are required for the retail space. The Project <br />
