provides a total of 146 parking spaces, of which 119 are reserved for the rE7.A. - Page 34 <br />portion, and 27 are for the retail space. Parking will be provided in one level of at -grade <br />parking above three below -grade garage levels. Access to the at -grade parking for retail <br />customers will be through an entrance located on Bradford Street, and access to the <br />underground residential and retail employee parking spaces will be through an entrance <br />on Jefferson Avenue. <br />The Project is the first downtown development project that will pay the City's recently <br />adopted Affordable Housing Impact Fee. Based on the project's residential square <br />footage, the estimated fee that will be collected at the time of building permit issuance is <br />$1,738,000.00. <br />ANALYSIS <br />Downtown Planned Community Permit <br />Development of the site is regulated by the DTPP. Pursuant to Section 2.0.3.A.1, the <br />project is considered a Small project that would typically require approval of the <br />Planning Manager or his/her designee; however, the Project includes a tentative map <br />and condominium permit. The Planning Commission is the decision-making body for <br />tentative maps and condominium permits pursuant to Sections 30.41 and 30.138 of the <br />Municipal Code. City staff practice is to forward all entitlement requests to the highest <br />approval authority for review and action. Therefore, staff requests that the Planning <br />Commission take action on all four entitlement requests for this Project. <br />Approval of the Downtown Planned Community Permit is to be based on conformance <br />with the regulations of the DTPP which include two groups: Standards (which are <br />mandatory) and Guidelines (which are recommended, but not mandatory). Because the <br />Project seeks deviations from Guidelines, it requires a recommendation from the <br />Architectural Advisory Committee (AAC). Furthermore, since the Project site is across <br />Jefferson Avenue from a historic resource, it requires review by a qualified architectural <br />historian and the Historic Resources Advisory Committee (HRAC). <br />DTPP Standards <br />Upon review of the proposed project, Staff has determined that the Project meets all of <br />the required DTPP Standards, including height, setbacks, parking, sidewalk widths, and <br />architectural character style.
