7.A. - Page 41 der to help reduce vehicle trips to and from the site, the Project also <br />includes a Traffic Demand Manaqement (TDM) Plan. <br />Typically, Applicants are only required to submit the TIA described above; however, <br />given recent interest in downtown traffic conditions, the Applicant submitted an <br />additional traffic report detailing existing trip data for three of the nearby intersections <br />(Jefferson/Veterans, Main/Veterans, and Main/Bradford). Intersection trip data was <br />collected in March 2016 for the intersections at Jefferson/Marshall and Main/Marshall as <br />part of the analysis for the 2075 Broadway development project that was approved by <br />the Planning Commission on April 19, 2016. All of the intersection trip data was <br />compared to the 2010 Existing Conditions and the 2030 Cumulative scenario studied in <br />the DTPP EIR. The findings of these studies were as follows: <br />• The intersections at Jefferson/Veterans, Main/Veterans, and Main/Bradford <br />exhibited lower AM and PM peak hour volumes than the 2010 Existing <br />Conditions. <br />• The intersections at Jefferson/Marshall and Main/Marshall exhibited higher AM <br />and PM peak hour volumes than the 2010 Existing Conditions; however, both <br />intersections function at a LOS B or C, which is considered an acceptable level of <br />service. <br />• All of the 2016 intersection counts are below the 2030 Cumulative scenario <br />analyzed in the DTPP EIR. <br />Tentative Map <br />The project requires approval of a Tentative Map per Chapter 30, Article III of the <br />Municipal Code (the Subdivision Ordinance). The project site is comprised of two (2) <br />contiguous parcels that would be merged and re -subdivided into one (1) commercial <br />condominium unit and 91 residential condominium units with common ownership <br />interest in the proposed common areas (see Condominium Permit section below). <br />Subdivision Ordinance Section 30.42 requires the hearing authority to disapprove a <br />tentative map if any of the following findings can be made. Staff suggests that the <br />required findings to approve the Tentative Map can be made for the proposed lot <br />tentative map. <br />1. The map, design or improvements of the proposed subdivision are inconsistent <br />with the general or specific plans, the zoning ordinance, or subdivision <br />improvement requirements. <br />The proposed parcel merger and associated improvements are consistent with <br />Redwood City's General Plan, Municipal Code, Zoning Ordinance, the Downtown <br />Precise Plan (DTPP), and all applicable subdivision improvements requirements. <br />2. The site is not physically suited for the proposed type or density of development. <br />The project site is physically suited for the type and density of the proposed <br />development.
