At Bradford <br />and Jefferson, bicyclists could walk their bikes in the crosswalk. <br />The project site is not located in or adjacent to a designated Historic District, but is across the <br />street from 620 Jefferson Avenue, which is identified in the DTPP as a Historic Resource (DTPP <br />pp. 157 and 171, Historic Resources Reconnaissance Survey Map). <br />Development on the site is regulated by the Downtown Precise Plan (DTPP). <br />Determination <br />The Revised Project described in this addendum is smaller than the Project with regard to unit <br />count and building height, and parking garage size. The Revised Project would have the same or <br />lesser impacts as compared with the impacts of the Project. The Revised Project would not <br />require new mitigation measures beyond those identified in the DTPP program EIR. No new <br />significant environmental effects and no substantial increases in the severity of any previously <br />identified significant effects have been identified. <br />All potentially significant effects, (a) have been analyzed adequately in the DTPP program EIR, <br />and (b) have been avoided or mitigated to the extent feasible pursuant to the DTPP program EIR, <br />including revisions, mitigation measures, and uniformly applied development policies that are <br />imposed upon the project. The Revised Project would not result in any new or substantially <br />more severe significant environmental effects than those analyzed in the earlier CEQA <br />documents. The previously certified Downtown Precise Plan program EIR and Initial Study <br />checklist adequately describes the Revised Project for the purposes of CEQA.
