TA. - Page 47 would allow bicyclists to reach Marshall after first crossing Jefferson at Bradford. At Bradford and Jefferson, bicyclists could walk their bikes in the crosswalk. The project site is not located in or adjacent to a designated Historic District, but is across the street from 620 Jefferson Avenue, which is identified in the DTPP as a Historic Resource (DTPP pp. 157 and 171, Historic Resources Reconnaissance Survey Map). Development on the site is regulated by the Downtown Precise Plan (DTPP). Determination The Revised Project described in this addendum is smaller than the Project with regard to unit count and building height, and parking garage size. The Revised Project would have the same or lesser impacts as compared with the impacts of the Project. The Revised Project would not require new mitigation measures beyond those identified in the DTPP program EIR. No new significant environmental effects and no substantial increases in the severity of any previously identified significant effects have been identified. All potentially significant effects, (a) have been analyzed adequately in the DTPP program EIR, and (b) have been avoided or mitigated to the extent feasible pursuant to the DTPP program EIR, including revisions, mitigation measures, and uniformly applied development policies that are imposed upon the project. The Revised Project would not result in any new or substantially more severe significant environmental effects than those analyzed in the earlier CEQA documents. The previously certified Downtown Precise Plan program EIR and Initial Study checklist adequately describes the Revised Project for the purposes of CEQA. The Revised Project is also consistent with the Downtown Precise Plan.
