TA. - Page 72 <br />site's zip code, with two of the tests exceeding the current EPA action level of 4 picocuries per liter [pOIL21). <br />(Phase I ESA p. 22) <br />The EPA lists the project site in Radon Zone 2, which means it has "moderate" potential for human exposure; <br />this rating applies to all of San Mateo County and 32 other counties in California (Map of Radon Zones in <br />California based on EPA data, http://www.city-data.com/radon-zones/California/C`alifornia.html, viewed <br />2/22/16). <br />Summary <br />ENGEO recommended the following measures (Phase I ESA p. 24): <br />■ Extracted groundwater during construction dewatering operations would likely require pre-treatment prior to <br />discharge to a storm or sanitary sewer system. A site management plan should be prepared and implemented as <br />a part of the excavation and removal of excavated material from the Project. <br />■ To address the single identified REC, the proposed project shall include a robust vapor intrusion mitigation <br />system (VIMS). <br />As a condition of project approval, the removal and disposal of contaminated soil and groundwater for project <br />excavation would require pre -notification of the San Mateo County Health System Groundwater Protection <br />Program (GPP), which has jurisdiction over the REC under and near the 603 Jefferson project site, and <br />implementation of GPP-defined handling and disposal protocols. These protocols would be described in a soil and <br />groundwater management plan which, also as a condition of project approval, would be required before <br />construction and subject to review and approval by the City and the County GPP. The plan would address the <br />following: <br />■ Approvals, permits, and notifications required before field operations begin <br />■ Field screening that would be performed during excavation to idents and separate impacted and non -impacted <br />soil <br />■ Sampling procedures and analytical protocols used to characterize soil in order to select the proper disposal <br />locations <br />■ Anticipated disposal locations and transportation routes from the project site to the disposal locations <br />■ Procedures used to dewater, contain, sample, test, and dispose of any groundwater encountered during <br />excavation <br />■ Storm water runoff control <br />■ Dust control <br />■ Air quality monitoring <br />■ Any additional provisions requested by the GPP as part of its jurisdictional authority <br />Item VI (Geology and Soils) of this Initial Study describes geotechnical conditions and recommendations related to <br />project excavation and construction. <br />In conformance with the DTPP program EIR (Chapter 14, Hazards and Hazardous Materials, pp. 14-13 through <br />14-16, regarding hazardous materials, ACM, lead-based paint, and PCBs), the proposed project would continue to <br />be subject to all applicable existing local-, county-, regional-, State- and federally -mandated site assessment, <br />remediation, removal, and disposal requirements of the City of Redwood City, San Mateo County Environmental <br />Health Department (SMCEHD), Regional Water Quality Control Board (RWQCB), California Department of <br />Public Health (CDPH), California Department of Toxic Substances Control (DTSC), and other responsible <br />agencies, as discussed above. These uniformly applicable policies, standards, and regulations would adequately <br />assure that possible health and safety impacts related to exposure to existing hazardous materials contamination <br />would be less than significant. <br />d. The proposed project is not located on a site which is included on a list of hazardous materials sites compiled <br />pursuant to Government Code Section 65962.5 (Cortese List) (Phase I ESA, including Envirostor <br /><http://www.envirostor.dtsc.ca.govl> and GeoTracker <http://geotracker.waterboards.ca.govl> links, viewed <br />1125116). <br />e. & f. The project site is located within San Carlos Airport Influence Area A, as is the entire DTPP area (DTPP <br />program EIR pp. 14-9, 14-10, and Figure 14.1). The Airport Land Use Commission (ALUC) reviewed the DTPP <br />prior to its adoption and found that its goals, objectives, policies, and development criteria were consistent with the <br />San Carlos Airport Land Use Plan (DTPP EIR pp. 14-16 and 14-17; also see Final EIR comment letter L5 and p. 2- <br />2 California Department of Health Services — Division of Drinking Water and Environmental Management — Radon <br />(httn://www.cdDh.ca.
