The project site is not located within a levee or dam failure inundation area and thus is not subject to flooding and <br />associated risk of injury and loss of property in the event of a catastrophic failure of the levee or dam (Redwood <br />City General Plan Figure PS -S: Dam Inundation Flood Hazards). <br />j. LAND USE AND PLANNING -- Would the project: <br />a) Disrupt or divide the physical arrangement of a community? <br />b) Be incompatible with existing land use in the vicinity? <br />c) Conflict with any applicable land use plan, policy, or regulation of an agency <br />with jurisdiction over the project (including, but not limited to the general <br />plan, specific plan, local coastal program, or zoning ordinance) adopted for the <br />purpose of avoiding or mitigating an environmental effect? <br />Conclusion: Regarding land use and planning, the proposed project would not result in any new significant environmental <br />impacts or a substantial increase in the severity of previously identified significant impacts (CEQA Guidelines Section <br />15162(a)). All impacts are adequately evaluated in the certified Downtown Precise Plan program EIR. The proposed project <br />is also consistent with the Downtown Precise Plan (CEQA Guidelines Section 15183). <br />Documentation: <br />a. & b. The DTPP program EIR (p. 4-16) concluded that implementation of the DTPP would reinforce, with no <br />substantial change in, the physical arrangement of the city and established community -wide land use patterns. The <br />EIR (p. 4-16) also concluded that the DTPP land use provisions and development standards would result in <br />beneficial land use effects. The DTPP has been incorporated into the City's General Plan. The proposed project <br />complies with all applicable DTPP standards and would contribute to the beneficial land use effects in the <br />Downtown area. As a result, no land use compatibility impacts are anticipated beyond those previously identified <br />and analyzed in the DTPP program EIR. Also see item XIII(a) (Population and Housing) below. <br />c. The project would not conflict with any applicable land use plan, policy, or regulation of agencies with jurisdiction <br />over the project (DTPP EIR pp. 4-18 through 4-21). The project complies with all applicable DTPP standards.
