<br />b. The project would provide two outdoor terraces (a podium -level terrace and a rooftop terrace), which would be
<br />integrated with overall project construction. The project would not have an adverse physical effect on the
<br />environment related to recreational facilities.

<br />Conclusion: Regarding transportation/traffic, the proposed project would not result in any new significant environmental
<br />impacts or a substantial increase in the severity of previously identified significant impacts (CEQA Guidelines Section
<br />15162(a)). All impacts are adequately evaluated in the certified Downtown Precise Plan program EIR. The proposed project
<br />is also consistent with the Downtown Precise Plan (CEQA Guidelines Section 15183).

<br />a. & b. The DTPP program EIR (pp. 9-48 through 9-79) identified significant and unavoidable impacts at 17 area
<br />intersections, as well as impacts on freeway segments, freeway ramps, and transit service. Mitigations were
<br />suggested by the EIR, but the City Council of Redwood City determined that such impacts could not be avoided even
<br />with the incorporation of these measures, and that no other feasible mitigations or alternatives would avoid or
<br />lessen the impacts. Furthermore, the City Council judged that the benefits offered by the DTPP outweighed the
<br />potential environmental impacts and adopted a Statement of Overriding Considerations to that effect. The proposed
<br />project is in compliance with all applicable DTPP standards and, as a result, would not create any additional
<br />transportation or traffic impacts beyond those addressed by the DTPP program EIR and Statement of Overriding
<br />Considerations. The project would be required to contribute to the City's Transportation Impact Fee, which is used
<br />for various sidewalk, bicycle, and automobile improvements that are identified in Book III of the DTPP. Also, the
<br />project would provide sidewalk improvements along the site's street frontage on Jefferson and Bradford; these
<br />improvements would enhance pedestrian comfort and safety by adding new street paving and sidewalks, ADA -
<br />compliant bulbouts with curb ramps at the corner of Jefferson and Bradford, street trees and plantings, benches,
<br />lighting, and four public bike racks (Plan Sheets C6.00 and C8.00, 3/25/16, and Plan Sheet Ll. 1, 3/14/16).
<br />The City determined that a supplemental, project -specific traffic study was required to: (1) calculate project trip
<br />generation; (2) analyze project trip distribution and assignment; (3) evaluate project traffic impacts; (4) review the
<br />proposed site plan; and (5) review pedestrian and bicycle connectivity between the project site and the Redwood
<br />City Transit Center and Caltrain station. The supplemental study was completed by Hexagon Transportation
<br />Consultants (603 Jefferson, Redwood City, California - Trajfc Study; Hexagon Transportation Consultants, Inc.;
<br />April 6, 2016). The traff c study was reviewed by City staff. The information below is based on the study.
