The project would install an approximately 6 -inch firewater service <br />lateral to the building that would be fed by the existing 12 -inch city domestic water main in Bradford Street. This <br />lateral would terminate with a riser pipe in the building fire sprinkler room, where the water would be conveyed to <br />the building's automatic sprinkler system. An exterior Fire Department connection would be provided along the <br />Bradford Street frontage. (BKF Engineers; October 26, 2015; pp. 2 and 3) <br />In addition, as a standard condition of project approval, the project must demonstrate, in conformance with the <br />City's Engineering Standards, that the existing water main meets the domestic and fire flow requirements in <br />accordance with City Code Section 38.26 and the International Fire Code. If the existing water main is not <br />sufficient as determined by the City Engineer, the applicant shall, as part of the project, construct and install new <br />water mains sufficient to meet these requirements, in accordance with the City's Engineering Standards and as <br />directed by the City Engineer. All of the standard requirements and procedures described above regarding <br />emergency access, fire protection, and security are subject to review and approval by the City. RECREATION — Would the project: <br />a) Result in an increased use of existing neighborhood and regional parks or X <br />other recreational facilities such that substantial physical deterioration of <br />the facility would occur or be accelerated? <br />b) Include recreational facilities, or require the construction or expansion of X <br />recreational facilities, which might have an adverse physical effect on the <br />environment? <br />Conclusion: Regarding recreation, the proposed project would not result in any new significant environmental impacts or a <br />substantial increase in the severity of previously identified significant impacts (CEQA Guidelines Section 15162(a)). All <br />impacts are adequately evaluated in the certified Downtown Precise Plan program EIR. The proposed project is also <br />consistent with the Downtown Precise Plan (CEQA Guidelines Section 15183). <br />Documentation: <br />a. The Downtown area has a variety of open spaces that allow for recreational opportunities. Examples include open <br />space areas adjacent to the Redwood City Public Library and the City Hall, which provide shade and greenery; <br />Courthouse Square, which is actively programmed with dancing, ice skating, music, and other events; and Sequoia <br />High School, which features a seven -acre park and balyields. All of these recreational facilities are within a ten- <br />minute walk from the project site. Also, the DTPP program EIR (pp. 8-14 and 8-15) concluded that there would be <br />no significant parks and recreation impacts resulting from the DTPP or projects built under it. The proposed project <br />is in compliance with all applicable DTPP standards and, as a result, no additional impacts on recreation are <br />anticipated; however; it is noted that pursuant to Chapter 18, Article XVI of the Municipal Code, the project will be <br />required to pay a Parks Impact Fee for the net new dwelling units. <br />The project would include two outdoor terraces: a 5,200 square foot terrace on the podium level (second floor) at <br />the southeast corner of the building (next to the adjacent properties' parking lots), with benches and hardwood <br />decking, flow-through planters and landscaping, a greenwall, a water feature, and other amenities; and a 4,400 <br />square foot rooftop terrace with a dining table with chairs and benches, outdoor grills with wet bars/sinks, <br />landscaping (shrubs, grasses, succulents, and trees), sunshades, a wall fountain, and other amenities. The podium <br />level terrace will be available to all building residents via the second floor; the rooftop terrace will be available to <br />all building residents via either of two sets of stairs or the building elevator. (Plan Sheets A2.2 and A2.9, 314116 <br />and Plan Sheets LL2 and L1.3, 10/22115) The project would also include on-site, indoor parking for 90 tenant <br />bikes plus four outdoor public bike racks (Plan Sheets A2. OA, A2. OB and A2. OC, 314116, and Plan Sheet Ll. 1, <br />3114116). <br />34 <br />
