<br />that Class II bike lanes exist on both sides of Marshall Street from Jefferson Avenue to the Broadway/Marshall
<br />Street/Arguello Street transit center entrance, but that there are no bicycle facilities on Jefferson Avenue. (Hexagon,
<br />p. 8) The DTPP (section 3.2.2., "Complete Streets') recommends a Class III shared facility for bicycles and motor
<br />vehicles along Jefferson Avenue from El Camino Real to Veterans Boulevard.
<br />The project shall contribute to improvements needed to classify Jefferson Avenue as a Class III bike route (shared
<br />with motor vehicles). This would provide a safe connection for bicyclists traveling along Jefferson to existing bike
<br />lanes on Marshall, then connecting to other existing and planned bike routes, and to the Redwood City Transit
<br />Center/Caltrain station. Based on its review of the traic report, the City Engineering Division has identified
<br />providing a Class III bike route on Jefferson, between Marshall and Bradford, as a project requirement to enhance
<br />the bicyclist environment, consistent with DTPP guiding principles and development regulations. This additional
<br />section of bike route would complete an uninterrupted bike path from the project site to the transit center/Caltrain
<br />station.
<br />Conclusion
<br />The proposed 603 Jefferson Avenue project would not result in any new significant impact or substantially increase
<br />the severity of any previously identified significant impact related to transportation, traffic, and circulation than
<br />those impacts already identified in the certified DTPP program EIR and adopted Statement of Overriding
<br />Considerations.
<br />c. The project would not result in a change in air traffic patterns at San Carlos Airport or any other airport, and no
<br />increase in air traffic levels or change in air traffic location (e.g., flight paths) would result. Also see items VIII (e)
<br />and (fl of this checklist.
<br />d. The proposed project would utilize the existing roadway system. The project parking garage (three underground
<br />levels) would provide residential vehicle access to the garage from one driveway on Jefferson Avenue and
<br />commercial vehicle access from one driveway on Bradford Street (Plan Sheet A1.0, 3/4/16). As a City standard
<br />condition of project approval, parking garage ramps shall be designed in conformance with Engineering Standards
<br />and shall address safety and visibility of pedestrians (see [a & b] above regarding driveway operations and sight
<br />distance). Secured, indoor bike parking (90 spaces) for tenants would be located in three separate rooms — with 30 -
<br />bike storage rooms in Basements 1, 2 and 3 -- all accessible by elevator and located on the Jefferson Avenue side of
<br />the garage (Plan Sheets A2. OA, A2. OB and A2. 0C, 3/4/16). Also, four outdoor public bike racks would be provided
<br />(Plan Sheet Ll. 1, 3/14/16). The City requires that tenant bike parking have controlled access, effective lighting,
<br />weather protection, effective guide signs, and access to lockers and showers; all of these provisions are subject to
<br />review and approval by the City as conditions of project approval. No substantial design hazards or incompatible
<br />uses have been identified, and no additional safety impacts are anticipated (also see [a & b] above).
<br />e. The proposed project would utilize the existing roadway system. The project design would be required to comply
<br />with all applicable City codes and regulations pertaining to emergency access, as well as fire protection and
<br />security. DTPP program EIR Mitigation 8-1 requires the City to implement signal detectors at selected
<br />intersections as needed over time to provide priority traffic signal timing for emergency response vehicles; and, as
<br />already noted in this Initial Study (see item XIV, Public Services), this program is underway. As a condition of
<br />project approval, the project applicant must prepare a mandatory construction traffic routing and parking plan
<br />subject to City review and approval, to ensure that adequate emergency access is maintained during construction;
<br />all traffic control for lane closures during construction shall conform to the Work Area Traffic Control Handbook
<br />administered by the City. As a result of the above standard, mandatory regulations, the proposed project would not
<br />impair or interfere with emergency access, and the impact is considered less than significant.
<br />f. Implementation of the proposed project would not include on- or off-site improvements that would conflict with
<br />existing policies, plans, or programs that support alternative transportation. The project site is located
<br />approximately 1/4 -mile from a regional rail station (Caltrain) and bus depot (SamTrans). In addition, consistent
<br />with the DTPP, the proposed project would support both bicyclists and pedestrians, including secure bicycle
<br />parking for tenants, a Transportation Demand Management ('TDM) Plan (Hexagon Transportation Consultants;
<br />November 24, 2015), sidewalk improvements (including bulbouts and fourpublic bike racks), new street trees and
<br />lighting, and a Class III bike route designation (see [a], [b], and [d/ above). As a result, the proposed project
<br />would not have an adverse impact on alternative transportation modes.
