UTILITIES AND SERVICES SYSTEMS -- Would the project: <br />a) Exceed wastewater treatment requirements of the applicable Regional Water <br />Quality Control Board? <br />b) Require or result in the construction of new water or wastewater treatment or <br />distribution facilities, or expansion of existing facilities, the construction of <br />which could cause significant environmental effects? <br />c) Require or result in the construction of a new storm water drainage facilities or <br />expansion of existing facilities, the construction of which could cause <br />significant environmental effects? <br />d) Result in the need for new or expanded water supply entitlements? <br />e) Result in a determination by the wastewater treatment provider that serves the <br />project area that it does not have adequate capacity to serve the project area's <br />projected demand in addition to the provider's existing commitments? <br />f) Be served by a landfill with insufficient permitted capacity to accommodate <br />the project's solid waste disposal needs? <br />g) Fail to comply with federal, state, and local statutes and regulations related to <br />solid waste? <br />Conclusion: Regarding utilities and service systems, the proposed project would not result in any new significant <br />environmental impacts or a substantial increase in the severity of previously identified significant impacts (CEQA Guidelines <br />Section 15162(a)). All impacts are adequately evaluated in the certified Downtown Precise Plan program EIR. The proposed <br />project is also consistent with the Downtown Precise Plan (CEQA Guidelines Section 15183). <br />Documentation: <br />a. The DTPP program EIR (p. 10-15) concluded that the South Bayside System Authority (SBSA), operator of the <br />wastewater treatment plant that serves Redwood City) 10 year capital improvement program, initiated in 2008, <br />would ensure that the wastewater facility is able to continue to meet or exceed the wastewater treatment <br />requirements established for it by the Regional Water Quality Control Board (RWQCB), even with the additional <br />wastewater generated by development allowed under the DTPP. The proposed project would not alter the overall <br />development potential under the adopted DTPP and therefore would not generate additional wastewater treatment <br />impacts beyond those analyzed in the DTPP program EIR. <br />b. The DTPP program EIR (pp. 10-15 and 10-16) concluded that development occurring under the DTPP would not <br />necessitate the construction or expansion of water or wastewater treatment facilities. See items (d) and (e) below for <br />further explanation. <br />c. The DTPP program EIR (pp. 10-23 and 10-24) concluded that no significant increase in storm water runoff was <br />anticipated to be created by DTPP facilitated development. Furthermore, the proposed project would be required to <br />file a Notice of Intent (NOI) with the State Water Resources Control Board under the Construction Activities Storm <br />Water General Permit (General Permit), which would ensure that construction activities would not cause any <br />increase in sedimentation, turbidity, or hazardous materials concentrations within downstream receiving waters. <br />The project would also need to comply with Best Management Practices (BMPs) specified by the Redwood City <br />Stormwater Management and Discharge Control Program (Municipal Code Chapter 27A). See item IX(a) <br />(Hydrology and Water Quality) of this checklist. <br />The City's Drainage Guidelines for Commercial Development require post -development storm water discharge to <br />be equal to or less than pre -development discharge. Also, the City mandates that proposed site conditions maintain <br />the same runoff for the 30 year storm event as compared to the existing 10 year event. Storm water runoff collected <br />on the project site currently drains, and would continue to drain, to the City storm water system (BKF Engineers, <br />October 26, 2015, pp. 6 and 7; Plan Sheets C8.00 and C9.00, 3125116). A standard City condition of project <br />approval requires that storm water treatment controls be designed and sized to treat runoff from the entire project <br />site using flow- or volume -based sizing criteria specified in Provision C.3.d of the Municipal Regional Stormwater <br />Permit.
