Exhibit A <br />In consideration of the payments set forth in Exhibit B, Contractor shall provide the following services: <br />Contractor shall provide the County with the implementation and expansion of the Sustainable <br />Transportation Encouragement Program (STEP) for Redwood City School District in the North Fair Oaks <br />Area. The project includes coordination and implementation of a comprehensive Safe Routes to School <br />(SRTS) program for five community schools. The SRTS program is broken down into four elements: <br />evaluation, education, encouragement, and enforcement. The project will expand on the currently - <br />operating program and will operate collaboratively with the schools, staff, residents, and community <br />agencies. The following five schools are served by the program; Fair Oaks Elementary School, Garfield <br />Elementary School, Hoover Elementary School, Selby Lane Elementary School, and Taft Elementary <br />School. The contractor will work with the County to refine the tasks, benchmarks, and timeline. The <br />contractor is responsible for conducting the procurement process for subcontractors as necessary. <br />Task A: Evaluation. The evaluation task will identify the existing conditions and rates of use of <br />transportation modes at each of the project area schools before and after the other tasks (Task B, C, and <br />D) are implemented. The contractor will coordinate and implement the SRTS evaluation activities <br />described below: <br />• During the first year, conduct walk and bike audits at five elementary schools, and generate an <br />analysis on existing and needed facilities <br />• Count mode share rates at five schools on annual basis, using consistent methodology <br />• Conduct focus group research of perceptions of parents, staff, and students <br />• Develop agreements with San Francisco Conservation Corps to perform tasks related to walk and <br />bike audits <br />• Provide data report with summary analysis in print, .pdf, and database formats compatible with the <br />County Open Data portal <br />Task B: Education. The purpose of the education task is to provide traffic safety instructions and SRTS <br />best practices to students. The contractor will coordinate and implement the SRTS educational activities <br />described below at each of the target schools: <br />• Coordinate the teaching of an in -class Safe Routes to School Curriculum for grades 3 to 5 in <br />conformance with state and county standards and SRTS best practices <br />• Develop and/or obtain SRTS education materials for each participating grade level and improve on <br />the existing educational materials <br />• Work with school staff to evaluate the lessons and effectiveness, and update curriculum materials <br />accordingly <br />• Collaborate with staff and administration on sustainability plan for continuing the program after the <br />grantterm <br />• Coordinate, schedule, and implement SRTS assemblies at each school, and obtain equipment and/or <br />develop materials to support the assembly <br />• Collaborate with community and local agencies to arrange for volunteer and in-kind resources <br />• Coordinate scheduling for mobile bike repair services and education one or more times per year per <br />school <br />• Develop and/or update bicycle and pedestrian traffic safety educational materials for print, website, <br />and electronic formats in appropriate languages for distribution to children and adults <br />• Participate in school-based events such as health fairs, open houses, and parent nights to distribute <br />educational materials <br />• Conduct traffic safety education classes; develop materials to clarify traffic signs and transit safety; <br />conduct walking or bicycling field trips to transit stations. <br />Page 10 of 14 <br />ATTY/AGR.2016.326/SMC STEP Safe Routes 2017-19 RC2020 <br />
