Co� � -� <br /> � <br /> REP4RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 13, 2004 <br /> Subject <br /> Community Development Block Grant (CDBG) and City General Fund Funding <br /> Agreements for FY 2004-2005. <br /> Recommendation <br /> Approve 13 operating agreements for public service and related programs to 11 non-profit <br /> organizations. <br /> Background <br /> Each year the City receives an entitlement of Community Development Block Grant <br /> (CDBG) funds from the U.S. Department of Housing and Urban Development. In addition, <br /> the Council allocates funds from the City's General Fund to some programs. This is in <br /> addition to funding provided through the Human Services Financial Assistance (HSFA) <br /> Program. The program activities provide a range of intervention and supportive services to <br /> Redwood City citizens, ranging from homeless activities to senior and youth programs, <br /> from job training and economic development assistance to minor home repair and energy <br /> programs. <br /> The City Council approved these programs and activities on April 26, 2004 as part of the <br /> Fifth Annual Action Plan of the City's new Five-year Consolidated Plan for2000-2005. The <br /> Council is now being asked to approve the operating agreements to allow Finance to <br /> disburse funds as these organizations incur costs. These non-profit organizations will <br /> collectively provide assistance to approximately 1,000 Redwood City residents who are low <br /> income or have special needs. The list of non-profit organizations and the amount funded <br /> is Attachment 1 to this report. <br /> CDBG Funds <br /> CDBG funds are targeted exclusively to low and moderate income residents to meet <br /> certain housing, supportive services and non-housing community development needs. <br /> Approximately 13 programs that meet "basic human needs" are funded through CDBG. <br />
