, �/ � �, � General Fund The agreement for Shelter NetworKs Redwood Family House is funded jointly from CDBG and the General Fund. This General fund ailocation of $25,000 was approved by the City Council in the adoption of the City's FY 2004-2005 Budget. � Copies of the funding agreements referenced in this report are available for review in the Office of the City Clerk. Organizational Change For many years, the Housing & Human Concems Committee has urged organizations providing like services to collaborate and where possible, merge the organizations. In the last few years we have seen this happen as the economy changed and fundraising became more difficult to support the continued operation of many organizations. For example, the merger of Youth and Family Assistance to Youth and Family Services; MidPeninsula Citizens for Fair Housing (MCFH) has merged with the east bay organization ECHO Housing, and the merger of Sor Juana lnez with San Mateo County Center for Domestic Violence resulted in CORA (Communities Overcoming Relationship Abuse). While the Action Plan the Council adopted in April 2004 allocated funding to Clara- Mateo, the funding agreement with /nnVision the Way Home reflects the more recent status of the organization. This year, the Clara-Mateo Alliance organization which operates the Adult Shelter and Family Shelter program merged with InnVision the Way Home. InnVision the Way Home will be subject to the same conditions and requirements as would have been imposed upon Clara -Mateo. All assets of Clara-Mateo have been or will be transferred to InnVision, which will also become responsible for any existing contractual obligations of Clara-Mateo. InnVision's Clara-Mateo Division will continue to operate the Adult & Family Shelter. Staff is recommending that the grant and subsequent funding agreement originally approved for Clara-Mateo Alliance's Adult and Family Shelter be approved in the new organization's name, InnVision fhe Way Home. Fiscal Impact The total cost of these programs is $409,950. CDBG funds will pay $384,950 for these programs. The remaining $25,000 will be paid from the City's General Fund as previously approved in the City's budget. ; , � �� .
