.4

REPORT
To the Honorable Mayor and City Council
From the City Manager
September 13, 2004
Subject
Introduction of an Ordinance amending the language for Term of Office for the Civic
Cultural Commission, Park and Recreation Commission and the SeniorAffairs Commission
Recommendation
Introduce an ordinance modifying the description of terms for the above-mentioned
Commissions such that incumbents can continue to serve until their replacement has been
selected and installed.
Background
In the code sections for the term of office of the Civic Cultural Commission, the Park and
Recreation Commission and the Senior Affairs Commission terms end every two years on
the 31 St of May. The terms are established such that the terms of either four (4) or three
(3) commissioners conclude every two years. The language specifically states that the
terms ends on May 31 St . This language could become problematic if Council is not able to
make appointments prior to the end of the term and a majority of the seats on the
Commission are open. In essence, the Commission would go out of business until the
appropriate appointments could be made. Even in the case, where less than a majority is
subject to appointment it may be more difficult to conduct the business of the Commission.
The changes proposed would avoid these situations by allowing existing members to
continue their services until a replacement is appointed.
Alternative
Do not approve the recommended language change.
Fiscal Impact
None
i
. , / j
Corinne Centeno `-'`" /
Ed ett
Parks, Recreation and Community Services Director City Manager
Attachment
Ordinance
