The Redwood City Plan and Proposal is on the <br /> Council agenda for September 13 for your consideration of adoption. <br /> We apologize for not making an earlier report to Council, as was our intent. A great deal <br /> of work has been accomplished with the City's consultants in analyzing and evaluating <br /> the needs and desires of Redwood City and the greater peninsula community for both <br /> the protection and pubtic appreciation of Bair Island. <br /> All of our efforts have been focused on creating the City's alternative Plan which we feel <br /> will best reflect the wide range of community and environmental interests concerning <br /> this irreplaceable natural resource. With the Council's consent, this Plan will be <br /> presented to the United States Fish and Wildlife Service during that agency's Draft <br /> EIS/EIR comment period for its restoration plan. <br /> This memo outlines the activities we've undertaken since the approval of the extension <br /> of the contract with our consultant, Mr. W.H. Fawcett, of the preeminent Washington, <br /> D.C. law firm Perkins Coie. Perkins Coie is a leading international firm, with more than <br /> 600 attorneys and 15 offices in the United States and China. This firm is known for <br /> working across political lines with multiple stakeholders, businesses, and government <br /> agencies at the highest levels to address federal, state and local environmental issues. <br /> Our efforts include the following: <br /> • More than a dozen meetings and work sessions with Mr. Fawcett, both in person <br /> and via telephone conference; these meetings included, at various times, the <br /> Mayor, Council members Pierce and/or Foust, the City Manager, and other staff; <br /> • On the City's behalf Mr. Fawcett has used his Washington, D.C. office to set up <br /> meetings and contacts with a variety of political stakeholders in Washington, D.C. <br /> as part of his research; these contacts include Senate appropriations committee <br /> staff, and Congressional representatives and their staffs; <br />
