� �t� <br /> September 2, 2004 <br /> Members, City Council <br /> Page —2-- <br /> • Mr. Fawcett has maintained contact with Wildlife Refuge System leadership in <br /> Washington, and Fish and Wildlife System staff and leadership, at both the <br /> federal and local level; <br /> • Mr. Fawcett also reviewed a great deal of scientific and biological research in the <br /> areas of wetlands habitat, relevant endangered species, and other environmental <br /> and land use issues; <br /> • With participation and input from the ad-hoc committee, along with the City's <br /> consultant Dr. Terry Huffman (the former Chief Wetlands Scientist for the U.S. <br /> Army Corps of Engineers), and others, Mr. Fawcett created several iterations of <br /> the Plan for our review and revision; that draft Plan is now 39 pages long, <br /> including appendices, and is now undergoing final revisions; <br /> • In his further work with Dr. Huffman on the report, a great number of <br /> scientifically-valid biological and environmental elements were developed and <br /> included, to best express our point of view to the Fish and Wildlife Service and <br /> others that our Plan provides for the necessary habitat restoration and protection <br /> of Bair Island, while providing for an appropriate level of low-intensity public <br /> access. <br /> Again, the results of the substantial amount of work will be coming to you next week in <br /> the form of the Redwood City Plan and Proposal for the Restoration of Bair Island. <br /> We hope that this memo is of use to you in providing additional background information <br /> on the efforts that have led to the development of this Plan. <br />
