REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 23, 2017 <br /> <br />SUBJECT <br />Two-Hour Parking Time Limit along the Northwest Side of Second Avenue between Bay <br />Road and Broadway <br /> <br />RECOMMENDATION <br />1. Waive first reading and introduce an Ordinance to amend section 20.96 of the <br />Parking Ordinance to establish a two-hour parking limit on Second Avenue, along the <br />northwesterly side from Bay Road to Broadway; <br />2. Schedule a second reading and adoption of the Ordinance for February 13, <br />2017; <br />3. Find that the ordinance is exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing <br />Facilities) as set forth in the staff report <br /> <br />BACKGROUND <br />Staff has been working with the Friendly Acres Neighborhood Association to identify <br />and address neighborhood parking issues. On November 17, 2016 staff attended the <br />Friendly Acres Neighborhood Association Meeting to discuss these issues. The parking <br />area adjacent to Spinas Park, as well as overall access to this park was discussed. <br />Specifically, residents were concerned with spillover of long-term parking from the <br />nearby commercial areas to the frontage of Andrew Spinas Park and Fire Station 11. <br />This commercial based parking precludes neighborhood residents and/or park visitors <br />from using this parking. At this meeting, staff agreed to bring potential solutions to the <br />Council for consideration. <br /> <br />ANALYSIS <br /> <br />City staff has monitored the parking in the area and has determined that a significant <br />number of vehicles parking in this area are not using it to access the park or adjacent <br />residences. Many parkers are employees from nearby businesses and offices on <br />Broadway and Bay Road. This is causing park visitors to park further away, often within <br />the residential neighborhood, and walk with small children to access Spinas Park. <br />6.4.A. - Page 1
