Instituting a two-hour parking limit would meet the needs of the neighborhood, by <br />discouraging the use of Second Avenue for long-term parking. People who currently use <br />Second Avenue for long-term parking can be accommodated at parking facilities for <br />their offices or on commercial side streets adjacent to their businesses. The proposed <br />restrictions will provide sufficient time for Spinas Park or neighborhood visitors and will <br />limit the use by long-term parkers. Staff continues to have discussions with the <br />neighborhood about solutions to other parking concerns. <br />Staff recommends amending the Parking Ordinance to allow the City to establish a two- <br />hour parking limit along Second Avenue, along the northwest side from Bay Road to <br />Broadway. Thirty (30) days following ordinance adoption the restrictions will become <br />active. Staff will issue a work order to install signs implementing this regulation on the <br />block described above. <br />ALTERNATIVES <br />Council may choose to: <br />1. Make changes to the proposed Ordinance and staff recommendations. <br />2. Not adopt the proposed Ordinance. <br /> <br />FISCAL IMPACT <br />The cost to install the implementing signs should be less than $2,000 and would be paid <br />from the Parking District Fund – Street System Maintenance Fund which has a balance <br />of $250,635.37 as of November 30, 2015. At this time, it is unclear if and how parking <br />citation revenue would be impacted – but revenue could increase modestly if parkers <br />disregard the time limits. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency under CEQA, the City of Redwood City has determined that the <br />recommended action in this staff report meets the CEQA exemption criteria as set forth <br />in Section 15301, (Existing Facilities) in that the proposed project involves the operation <br />of an existing street and minor changes to existing parking signage with no expansion of <br />use.
