Adopt Resolution adopting the Mitigated Negative Declaration and Mitigation <br />Monitoring and Reporting Plan for the Sandpiper School project in accordance <br />with the requirements of the California Environmental Quality Act <br />2. Adopt Resolution approving the General Plan Amendment <br />3. Direct staff to return at a future meeting with a proposed Ground Lease and <br />Amendment to the Joint Use Agreement between Redwood City and Belmont- <br />Redwood Shores School District <br /> <br /> <br />BACKGROUND <br />Joint Use Agreement <br />The City of Redwood City (City) and Belmont-Redwood Shores School District <br />(District) entered into a Joint Use Agreement (Agreement) in June 1995 for the <br />construction and operation of the Sandpiper School and Sandpiper Community Center <br />at 797 and 801 Redwood Shores Parkway. The Agreement specifies joint use of the <br />facilities and maintenance responsibilities. The City-owned property at 797 Redwood <br />Shores Parkway is approximately seven acres in area and contains the Sandpiper <br />Community Center, pump station, athletic play fields, play structure, surface parking <br />spaces, and landscape improvements. The District-owned property at 801 Redwood <br />Shores Parkway is approximately four acres in area and includes the school buildings, <br />play surfaces, surface parking lot, and a trash enclosure. <br />Overview of Belmont-Redwood Shores School District <br />The District serves elementary school children in Belmont and the Redwood Shores <br />area of Redwood City. The District operates four elementary schools in Belmont, two <br />elementary schools in Redwood City and one middle school in Belmont. The <br />District recently added middle school classrooms at the Nesbit campus and plans <br />to add middle school classrooms to the Sandpiper campus.
