significant enrollment growth. In November 2014, the District obtained approval of
Measure I, authorizing $48 million in bond funds for facilities expansion and
improvement within the school district. Completed projects with bond measure funds
includes; two new classrooms at Redwood Shores Elementary, eight new classrooms
at Ralston Middle School and eight new classrooms at Nesbit to accommodate K-8
grade. The next round of projects includes eight new classrooms and a library at
Cipriani Elementary School and new classrooms at Sandpiper School to accommodate
a K-8 grade school.
Prior to the expansion at Nesbit, the District operated one middle school serving all 6 – 8
grade students at Ralston Middle School. Ralston Middle School currently serves
1,206 students, is significantly impacted by traffic, and is located approximately 6 miles
from Sandpiper School.

PROJECT DESCRIPTION
Proposed Development
Sandpiper School has a current capacity of 566 students in grades K-5. The District
requests the City enter into a Ground Lease agreement to allow for the construction of
a new 14,700 square foot two-story classroom building (including balcony area) on
City-owned property at Sandpiper Park to accommodate grades K-8 for Sandpiper
School. The District also plans to construct a new kindergarten classroom building
on the Sandpiper School (School) property. Details of the Ground Lease and an
associated amendment to the existing Joint Use Agreement are provided below
(page 6). The District plans to increase the School enrollment from 566 to 786
students. This increase includes 180 students in grades 6-8 and an additional 40
students in grades K-5. The District prioritizes student placement based on the
nearest serving school. Based on this policy, it is anticipated that the increased
student population will come from the nearby neighborhood.
City Pump Station 18 is located immediately adjacent to the Project site. This
pump station includes pumping equipment located within a solid wood fence enclosure.
Rehabilitation of the pump station is planned within the next two years as part of a
separate Capital Improvement Plan project. The school project would not alter the pump
station in any way.

The subject site is bordered by Redwood Shores Parkway to the east, Egret Lane and
residences to the south, residences to the north and Redwood Shores Lagoon to west.
7.A. - Page 2
