The
new classroom buildings will be subject to review and approval by the California
Division of the State Architect (DSA). As the improvements fall under the authority of
DSA, the project is exempt from City discretionary review. The District has requested
the City to enter a Ground Lease agreement to permit the construction and operation of
the new classroom building on the City property. The City’s Real Property Acquisition
and Disposal policy requires the Planning Commission to make a determination of
General Plan consistency prior to the disposition of City property. The current General
Plan land use designation for the City property is Park (P). Staff recommends the
General Plan Land Use Map be amended to designate the new school building site and
City pump station Public Facilities (PF).

Community Outreach
The District has engaged in extensive community outreach regarding this project.
Highlights of the District’s efforts include:

• Presented to and met with the Redwood Shores Community Association (RSCA)
board regarding District intent for the Sandpiper project at its regularly scheduled
meeting on May 14, 2015.
• Reached out to the three local homeowners’ associations (HOAs) to outline the
project, invite communication, and announce community meetings.
