presented to the Bridgeport HOA board at its regularly scheduled meeting on <br />November 4, 2015 and to the Stratford Bay HOA board at its regularly scheduled <br />meeting on February 2, 2016. <br />• Hosted a community meeting to outline the project and solicit input. This event took <br />place on January 11, 2016, and was advertised via the three local homeowner’s <br />association email lists, direct USPS mailing to neighbors, and the RSCA PILOT <br />newsletter. <br />• Presented an overview of the Sandpiper project to the RSCA at its annual meeting <br />on February 10, 2016. <br />• Partnered with RSCA to host a community forum for all Redwood Shores residents <br />to outline the Project, walk the site, and take input. This event took place on March <br />12, 2016, and was advertised via the RSCA newsletter, the PILOT, as well as <br />RSCA marquees on Marine Parkway and Redwood Shores Parkway. The District <br />made changes to the project based upon community input (e.g., location of <br />basketball courts, public restroom, and trash enclosure). <br />• Continuously informed the Redwood Shores community of the project and the <br />California Environmental Quality Act process as well as invited input via the RSCA <br />monthly newsletter, which is distributed to every business and residence in the <br />Shores. Updates on the project were provided in the following editions of the <br />RSCA PILOT newsletter: June 2015, September 2015, December 2015, January <br />2016, February 2016, March 2016, April 2016, June 2016, July 2016, September <br />2016, October 2016, and November 2016. <br /> <br />ANALYSIS <br />General Plan Amendment <br />The City Council adopted the Redwood City General Plan in October 2010. This <br />document outlines allowed land uses for all public and privately owned parcels within <br />the City of Redwood City. The City’s Zoning Ordinance implements the General Plan <br />with more specific land use regulations. Pursuant to Redwood City Municipal Code <br />Chapter 18 (Local Improvements and Planning) Article XI (Adoption and Amendment <br />of General Plan), Section 18.61, the Planning Commission, at its December 6, 2016 <br />meeting adopted Resolution 16-22 initiating a General Plan Amendment. <br />The current General Plan land use classification for the Sandpiper Park property is Park <br />and the School property is classified as School. The Zoning designation for both sites is <br />Public Facilities (PF). <br /> <br />The Park (P) land use classification applies to open space areas set aside for active <br />and passive recreation, including public and private parks of all sizes, sports fields, <br />recreational facilities, plazas and trails. The use of a portion of the park site as shared <br />school building and the existing City pump station would not be consistent with the P <br />land use classification. Staff and the Planning Commission recommend that the City <br />Council amend the General Plan Land Use Map for the new school building and pump <br />7.A. - Page 4
