The PF land use classification <br />encompasses government, civic, cultural, health and infrastructure uses and activities <br />which contribute to and support community needs. The development standards provide <br />for a 1.0 FAR and maximum three-story height. The new development and the existing <br />pump station would be consistent with the PF land use classification. Staff also <br />considered the Schools (S) land use designation, but determined that the adjacent <br />pump station facility and the joint use of the new classroom buildings best fit under the <br />PF land use designation. <br /> <br />Consistency with General Plan <br />The proposed General Plan Land Use Map amendment to classify a portion of <br />Sandpiper Park from Park to Public Facilities is consistent with the following General <br />Plan goals and policies: <br /> <br /> <br />• Goal BE-1: Achieve complete and integrated neighborhoods, corridors, and <br />centers. <br />The General Plan amendment to Public Facilities would provide an opportunity <br />to serve middle school children within the Redwood Shores neighborhood. <br /> <br />• Policy BE-1.4: Require that buildings and properties be designed to ensure <br />compatibility within and provide interfaces between neighborhoods, corridors, <br />and centers. <br />The School District has presented a well-designed two-story building that is <br />compatible with the architectural character of the existing Sandpiper Community <br />Center and is compatible with the scale of the nearby residential neighborhood. <br />The District has committed to replace removed trees to provide additional <br />landscape screening. <br /> <br />• Policy BE-2.1: Create complete neighborhoods by integrating schools, parks, <br />childcare centers, community centers, infrastructure, green spaces, and other <br />public amenities into each neighborhood. <br />The General Plan amendment to Public Facilities provides expanded school <br />opportunities for neighborhood children. In addition to new landscaping, the <br />District has also committed to construct a new restroom building for the benefit <br />of the City Park. <br /> <br />• Policy BE-2.8: Make efforts to maintain and increase walking access to a <br />variety of neighborhood destinations by encouraging uses that provide access <br />to services, goods, and community facilities within and near neighborhoods. <br />The current middle school, located approximately six miles away at the top of <br />Ralston Avenue, is mainly accessed by vehicles. The General Plan amendment <br />to Public Facilities provides an opportunity for middle school aged children to <br />walk or bike to a neighborhood school.
