as a Class II bike path and the surrounding neighborhood is fairly level with a <br />complete sidewalk network. <br /> <br />• Goal BE-31: Encourage developments and implementation of strategies that <br />minimize vehicle trips and vehicle miles traveled. <br />The General Plan amendment to Public Facilities provides an opportunity for <br />middle school aged children to walk or bike to a neighborhood school. The <br />surrounding neighborhood is fairly level with a complete sidewalk network and <br />bike paths. The location of a school at this campus will significantly reduce <br />vehicle trips and vehicle miles traveled, as the current middle school is located <br />approximately six miles away at the top of Ralston Avenue. <br /> <br />• Goal BC-3: Ensure that public places evolve to meet the needs of changing city <br />demographics and public interests and are accessible to all members of the <br />community. <br />The General Plan amendment to Public Facilities provides an opportunity for <br />the District to address increase in school enrollment and provided an <br />opportunity for middle school children to attend a school in their neighborhood. <br /> <br />• Policy BC-3.1: Incorporate flexible design characteristics into the renovation of <br />existing and development of new parks and community facilities. Consider <br />incorporating education with recreation opportunities. <br />The General Plan amendment would provide an opportunity to expand on the <br />current shared use of facilities between the District and the City. The District will <br />have use of the new classroom building during school hours and the City will <br />have access to the new classrooms during non-school hours. The District will <br />construct a new City public restroom on the park property for public use. <br /> <br />• Policy BC-4.2: Maximize public facility use by sharing with nonprofit <br />organizations, school districts and community organizations. The General Plan <br />amendment would provide an opportunity to expand on the current shared use <br />of facilities between the District and the City as stated above in response to <br />Policy BC-3.1. <br /> <br />Zoning <br />The Zoning designation for the subject site is Public Facilities (PF). The purpose of the <br />Public Facilities Zoning District is to accommodate governmental, public utility and <br />educational facilities. The new school building and the existing pump station are <br />considered permitted uses in the Public Facilities district. The current Zoning <br />designation of Public Facilities is consistent with the proposed General Plan Public <br />Facility land use classification. <br />Project Design <br />As noted above, the construction of the new classroom building is subject to review <br />and approval by the DSA and is exempt from City land use review.
