description of the classroom building project design is provided for informational <br />purposes and is not subject to City Council review. <br />The new two-story classroom building would be located between the existing pump <br />station at the end of Egret Lane, the existing school building and the Sandpiper <br />Community Center. The proposed building site area is not currently utilized as active <br />park space. The adjacent playground for the Community Center would be adjusted to <br />accommodate the new building. The first floor of the building includes four classrooms, <br />restrooms and storage. The second floor includes six classrooms, staff restroom and <br />storage rooms. The second floor is accessed with two staircases (one at each end of <br />the building), exterior balcony facing towards the school campus and a centrally <br />located elevator. The building is approximately 35’ tall and designed with a gable roof <br />with metal standing-seam roof material. <br />In response to adjacent neighbor concerns, the District has agreed to relocate the <br />trash enclosure from the northern portion of the site to a more central location in the <br />parking lot. The District has also included new bike racks adjacent to the new school <br />building and landscape improvements adjacent to Egret Lane. <br />The District has also agreed to construct a new City restroom building adjacent to the <br />athletic play fields. The restroom building is approximately 11’ tall with a simple sloping <br />roof and CMU walls. The final design of the restroom building and the overall site <br />improvements on the City property including the detailed landscape placement will be <br />subject to review and approval of the Parks and Recreation Director. Staff supports the <br />design of the new building as the scale and overall design is compatible with the <br />existing building on-site. <br /> <br />Ground Lease and Amendment to Joint Use Agreement <br />The current Joint Use Agreement between the City and District was executed in 1995 <br />for the joint use of the Sandpiper Park site. The current Agreement outlines use and <br />maintenance responsibilities. The District has the use of the athletic fields and a <br />portion of the Community Center during school hours. A Ground Lease and amended <br />Joint Use Agreement are currently being finalized by the District and City for City <br />Council consideration on the consent calendar of an upcoming meeting. The <br />Agreements are anticipated to provide for the following: <br />• District will build the new classroom building and replace the childcare play area <br />at its expense. The District will own and maintain the new school building, with <br />the City maintaining ownership of the land. The ground lease is for a term of 55 <br />years. <br />• District will construct a new trash enclosure within the parking lot at its expense <br />for shared use. <br />• The District will share the use of the first floor classrooms with the City during <br />non-school hours. <br />7.A. - Page 7
