Ultimately, City staff received approval <br />for a new concept for Linden Park. <br />ANALYSIS <br />The City has obtained a new license agreement (or permit) for the public use of the right- <br />of-way. The permit requires the City to provide insurance and assume all liability, and <br />consents the City to use the space for eight years during which SFPUC has the right to <br />remove any and all obstructions to access the pipelines if needed. This was a non- <br />negotiable term, but with the proper use of the space, SFPUC has communicated that <br />automatic renewals after each eight year cycle are highly likely. <br />The improvements to the park include right-of-way driveway and sidewalk improvements, <br />crosswalk striping and related pedestrian safety signage, storm drainage and irrigation <br />system improvements, concrete flatwork and decomposed granite paving surfaces, <br />planting, soil amending, mulching and landscape improvements, decorative metal fencing <br />and gates, picnic tables and trash receptacles, pre-cast concrete themed benches, and <br />ornamental natural wood landscape features. Utilities and typical playground structures <br />with footings deeper than six inches were not allowed by SFPUC. <br />Staff anticipates authorizing construction to begin within 30 days of the award of this <br />contract. The park will necessarily be closed during renovation and is expected to re- <br />open for public use by mid-summer of 2017 (105 working days from the date of the <br />Notice to Proceed). The adjacent street parking and sidewalks will temporarily be closed <br />during the renovation as needed. Construction will likely commence in early 2017. <br />The five bids received at the bid opening on December 14, 2016 are summarized in the <br />table below: <br /> Contractor Bid <br />1.
