C2R Engineering, Inc. has successfully completed similar projects and is a California <br />Class A licensed contractor. Based on the bids received, staff believes that the low bid <br />is reasonable and recommends awarding the contract to C2R Engineering, Inc. <br />ALTERNATIVES <br />Do not award the contract for Linden Park Reconstruction Project and re-advertise the <br />project. <br /> <br />FISCAL IMPACT <br />As of December 19, 2016 in the 2016/2017 Parks Impact Fee Fund, funds in the <br />amount of $431,486.45 are available in the Linden Park Reconstruction Project account <br />and $107,679.00 in the Playground Replacement Program account. <br />ENVIRONMENTAL REVIEW <br />As proposed, the project is categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) Guidelines per Section 15303 “New Construction or <br />Conversion of Small Structures” for the construction of landscape features (including <br />caterpillar-shaped benches, stepping pavers, painted wood stack log walls, willow <br />structures, balancing logs and egg seats), benches, fencing, and signage; and Section <br />15304 “Minor Alterations to Land” for associated cut and fill of soils, trenching and <br />backfill, grading, landscaping, and placement of a 10’ wide pathway, limited concrete <br />paving and decomposed granite pathways. There will be no significant cumulative <br />impact or significant effect on the environment when considering the totality of the <br />project as the proposed park will be primarily passive in nature, will act as a local <br />neighborhood park serving the residents of the immediate vicinity, and replaces a <br />previous park on the site.
