Section 4.0 – Environmental Setting and Discussion of Impacts <br /> <br /> <br />City of Redwood City 64 Initial Study/Mitigated Negative Declaration <br />Sandpiper Elementary School Facilities Expansion November 2016 <br />4.10 LAND USE <br /> <br />4.10.1 Existing Setting <br /> <br />4.10.1.1 Existing Uses on the Project Site <br /> <br />The project site is developed with the Sandpiper Community Center, Sandpiper Park, and Sandpiper <br />Elementary School. Sandpiper Community Center includes a kitchen, multi-use room, conference <br />rooms, administrative offices, and a parking lot. Sandpiper Park includes a synthetic turf athletic <br />field, a play structure, and a paved recreation area with a basketball court. Sandpiper Elementary <br />School includes classrooms, offices, outdoor eating areas, paved recreation areas that include <br />basketball courts, play structures, and a ball wall, and a parking lot. An existing Joint Use <br />Agreement between the City and the District allows the District to use the community center and <br />park as part of school operations. An aerial photograph showing the existing uses on and <br />surrounding the project site is shown in Figure 2.2-3. <br /> <br />4.10.1.2 Existing Uses Surrounding the Project Site <br /> <br />Sandpiper Elementary School is bound by single-family residential development to the north, <br />Redwood Shores Parkway and single-family residential development to the east, multi-family <br />residential development to the south, and Redwood Shores Lagoon to the west. <br /> <br />4.10.1.3 Existing General Plan Land Use Designation and Zoning <br /> <br />The City of Redwood City General Plan is an adopted statement of goals and policies for the future <br />character and quality of development in the City. The Zoning Ordinance establishes various districts <br />within the City and specifies the lawful uses within the districts to encourage the most appropriate <br />use of land within the City. The project site has two General Plan land use designations; the school- <br />owned property is designated Schools and the City-owned property is designated Park. The Park <br />General Plan designation does not allow for school uses.
