The additional classrooms would incrementally increase the capacity of the <br />school from 566 students to 786 students. The project would introduce a new use to the City-owned <br />parcel; therefore, as described below in Section 4.10.3.2, the proposed project would require a <br />General Plan amendment. While technically a new use, the District currently uses the Sandpiper <br />Community Center and Park under an existing Joint-Use Agreement. <br /> <br />4.10.3.1 Physical Division of an Established Community (Checklist Question 1) <br /> <br />The proposed project would increase the student capacity of an existing school. Unlike a new <br />freeway, railway corridor, or aqueduct, the proposed project does not have the potential to physically <br />divide an established community. (No Impact) <br /> <br />4.10.3.2 Applicable Land Use Plans and Policies (Checklist Questions 2 and 3) <br /> <br />As the decision-making body for improvements on City property, the City has approval authority <br />over those components of the proposed project that would be constructed on City property (i.e., the <br />two-story classroom building, public restroom, and reconfiguration of the Sandpiper Community <br />Center parking lot). The proposed project is consistent with the Zoning designation. The <br />construction of the two-story classroom building on the City-owned property is not consistent with <br />the existing General Plan land use designation. (i.e., Parks). Therefore, the applicant has requested a <br />General Plan amendment to designate the site Public Facilities, which allows for school uses.
