Section 4.0 – Environmental Setting and Discussion of Impacts <br /> <br /> <br />City of Redwood City 66 Initial Study/Mitigated Negative Declaration <br />Sandpiper Elementary School Facilities Expansion November 2016 <br />amendment to the General Plan, including amendments to change land use designations for a <br />particular property. <br /> <br />Because the City has approval authority over the two-story classroom building, public restroom, and <br />reconfiguration of the Sandpiper Community Center parking lot, the potential for the proposed <br />project to result in noise and traffic impacts is evaluated using the City’s noise standards and traffic <br />thresholds. As described in Section 4.12, Noise, the project would not substantially increase noise <br />levels and the project is consistent with the noise/land use compatibility guidelines set forth in the <br />zoning ordinance. As described in Section 4.16, Transportation, the additional traffic attributable to <br />the proposed increase in student capacity would not increase traffic volumes resulting in a <br />perceptible noise increase. <br /> <br />The City of Redwood City General Plan contains numerous policies that are applicable to the <br />proposed project. As shown in Table 4.10-1 below, the project would be consistent with applicable <br />General Plan policies. <br /> <br /> <br />Table 4.10-1: Applicable General Plan Policies <br />General Plan Policy Project Consistency <br />Built Environment Element <br />Policy BE-1.1: Maintain and enhance the <br />beneficial and unique character of the different <br />neighborhoods, corridors, and centers, and open <br />spaces that define Redwood City. <br />Consistency: The proposed project is the <br />expansion and enhancement of an existing use. It <br />would be complementary to the existing <br />Sandpiper Elementary School campus and would <br />improve facilities at Sandpiper Park. Therefore, <br />the project would be consistent with Policy BE- <br />1.1. <br />Policy BE-2.8: Make efforts to maintain and <br />increase walking access to a variety of <br />neighborhood destinations by encouraging uses <br />that provide access to services, goods, and <br />community facilities within and near <br />neighborhoods. Figure BE‐8, Walking Shed Map, <br />maps baseline accessibility to neighborhood <br />destinations. <br />Consistency: The project site is within walking <br />distance of transit and existing residential <br />development. The proposed project would <br />maintain public access to Sandpiper Park. <br />Therefore, the project would be consistent with <br />Policy BE-2.8. <br />Policy BE‐25.4: Consider impacts on overall <br />mobility and various travel modes when <br />evaluating transportation impacts of new <br />developments or infrastructure projects. <br />Consistency: The Traffic Impact Analysis <br />included in this Initial Study addressed potential <br />impacts to all applicable modes of transportation <br />as discussed in Section 4.16, Transportation. The <br />project would not result in a significant traffic <br />impact or impede transit, bicycle, or pedestrian <br />modes of travel. Therefore, the project would be <br />consistent with Policy BE-25.4. <br />7.A. - Page 97
