Section 4.0 – Environmental Setting and Discussion of Impacts

City of Redwood City 94 Initial Study/Mitigated Negative Declaration
Sandpiper Elementary School Facilities Expansion November 2016
3. The traffic volumes at the unsignalized intersection satisfy the Caltrans Peak Hour Volume
Signal Warrant for traffic signal installation.

The City considers a traffic impact to be satisfactorily mitigated when measures are implemented that
eliminates the project impact.

4.16.3.2 Project Trip Estimates

The amount of traffic generated by a project and the locations where that traffic would appear are
estimated using a three-step process: 1) trip generation, 2) trip distribution, and 3) trip assignment.
Trip generation estimates the amount of traffic entering and exiting the site during the AM and PM
peak hours. The AM peak hour of school generated traffic coincides with the AM peak period of
adjacent street traffic and is from 7:00 AM to 9:00 AM. The PM peak hour of school generated
traffic occurs during the pick-up of students and is from 2:00 PM to 4:00 PM. The PM peak hour of
school generated traffic does not coincide with the PM peak hour of adjacent street traffic, which is
from 4 to 6 PM. Trip distribution estimates the directions the project trips would travel to and from
the site. Trip assignment is the assignment of the project trips to the roadways and intersections
based on the trip distribution. These procedures are summarized below and described in more detail
in Appendix F of this IS.

Trip Generation

Peak hour trip counts were completed at the project site and trip generation rates were calculated by
dividing the AM and PM peak hour trip counts by the school enrollment. The results are shown in
Table 4.16-3. Based on the results of the trip generation analysis, Sandpiper Elementary School has
a trip generation rate of 0.98 and 0.69 trips per student during the AM and PM school peak hours,
respectively. The trip generation rates include trips by both staff and students. To be conservative,
however, the traffic analysis added one trip per staff member to the AM peak hour. No staff trips
were added to the PM peak hour, because school staff typically remain on campus for one or two
hours after school ends.

Table 4.16-3: Existing Trip Generation Survey Results
AM Peak Hour PM Peak Hour
Trips
In
Trips
Out
Total
Trips
Trip
Rate
Trips
In
Trips
Out
Total
Trips
Trip
Rate
Driveway 202 174 376
0.98
118 133 251
0.69
Egret
Lane 60 60 120 51 51 102
Total
Trips 262 234 496 169 184 353

7.A. - Page 125
